Goals:1. This study helps to find out the financing, operating and its efficiency of state-owned non-profit hospitals by now. And it will give the evaluation result of the hospital's financial system by DuPont model;2. This study will provide some ideals about state-owned non-profit hospitals'financing choice in future developing by researching the feasible way of financing.3. This study gives a way to evaluate the capital structure and operating of state-owned non-profit hospitals. It will offer theoretical basis and data supporting for government to open the financing of non-profit hospitals.Methods:1. Document study: Collecting the domestic and foreign document about financing ways, operating evaluation index of hospital, non-profit organization and enterprise, Studying document and summarizing the main points to sum up evaluation index of economic efficiency of governmental non-profit hospital.2. Delphi method: organizing and consulting related experts to check and mend the indexes collected by document. Summing up all experts'advice and adjusting indexes several times to reach a consensus.3. Questionnaire survey method: This study chose some state-owned non-profit hospitals which have tried to finance and operate normally as typical survey, and conducted questionnaire survey. The content of typical survey includes the capital structure, compensation mechanism, financial revenue and expenditure situation, operating costs, resource allocation and consumption .etc.4. Analysis method: The data were recorded and analyzed by EXCEL and SPSS12.0. The data was analyzed by SWOT, Michael Porter's Five Forces Model and uncompleted information dynamic game.DuPont System or DuPont Model: this method is trying to find out the causes and trend of financial indexes by analyzing internality connection of every index.SWOT: This method is used to analyze and enumerate internal strength, weakness and outer opportunity, threat of object. It studies on situation of state-owned non-profit hospital and set down developing strategies, plans and countermeasure.Michael Porter's Five Forces Model: this model is analysis of microcosmic surroundings which is a part of outer surrounding analysis. It used to analyze competition and connection between organizations.Uncompleted Information Dynamic Game: game theory is used to study on reasonable decision-making and equilibrium results among these decisions. In money market, the bargain between investor and hospital is looked as a process of uncompleted information dynamic game.Results:1. The indexes'screening and identifying of efficiency evaluation of state-owned non-profit hospital.Consulting large number related domestic, summarizing the performance evaluation system of foreign non-profit hospitals, enterprises and non-profit organizations, screening and identifying 24 indexes from capital structure, solvency, operating capacity, profiting capacity and developing capacity.2. The result of efficiency evaluation of the investigated hospitals.Because of large number and scale, state-owned non-profit hospitals have to face with higher current liabilities, lower operating efficiency or even loss etc. In addition, there are other questions that medical revenues are still not sufficient to reflect the actual value; drug revenues are reduced constantly; government financial assistance is cut down increasingly; and fund-raising is bounded by strict policy.The funding and liabilities structure of state-owned non-profit hospitals is not very reasonable. The source of funds is single, and the operation is inefficient. But the state-owned non-profit hospitals have security liabilities, fund-raising potential, strong solvency and good prospects for development.3. The result of financial analysis by DuPont model of state-owned non-profit hospital.It found that the running of non-profit hospitals is well in 2005 by typical analysis. And the growth of net asset yield ratio is reflected by hospital business income.It could find that the net asset yield ratio central hospital of XiangFan is -5.30% through the comparative analysis between XiangFan central hospital and WeiFang people's hospital. The result above is mainly due to the loss of hospital business by analyzing of DuPont system. The business operating of XiangFan central hospital is worse than WeiFang people's hospital. Otherwise, the asset and liability ratio of WeiFang people's hospital is low which will restrict the further development.Typical analyzing about one district people's hospital by dynamic DuPont model and finding that the operating efficiency is declining fleetly each year between 2005 and 2007. The main reason is that the growth rate of business expenditure is faster than business income. These remind that secondary non-profit hospitals should strengthen the expenditure management from all aspects in the meantime of development.4. In response to the challenges of international medical market, state-owned non-profit hospital must explore new financing ways. In this study, there are many financing ways referred such as bank loans, financial lease and operating lease.5. Studying on a typical case about bank loan by uncompleted information dynamic game, it finds that the net yield of hospital is 50 million and the net yield of bank is 8 million.Conclusion:1. The remodeling of government in state-owned non-profit hospitals. The government should recognize the responsibility and remodeling; Re-examining the current significance of financial investment in non-profit hospitals to achieve a reasonable and efficient distribution; And the government should clear the attitude to broaden the financing ways.2. The state-owned non-profit hospital should attach importance to analysis of operating efficiency in the process of financing. Every hospital needed financing should clear operating status and identify problems and resolve in time. This can improve the credibility of hospitals'funds and attract more funds and ways.3. DuPont dynamic model should be introduced during the whole process of financing. DuPont model can be used to realize the operating status in the early time of financing. It also can be used as an important index to weigh the hospital's status in the process of financing. After financing, it can be used to attend the benefit and find out problem in order to solve effectively and promptly.4. The state-owned non-profit hospital should always run through the concept of game in the financing process. Using the concept of game, hospital can analyze the internal strengths, weaknesses and external opportunities and threats. It can be used to constitute developing plan and measures etc.5. The state-owned non-profit hospital should establish operating management concept of appropriate liabilities. Appropriate debt management can increase the quality of hardware and software for the back-up developing power.6. The state-owned non-profit hospital should organize different models based on actual situation. Single financing model is inefficient and dangerous. So, the hospital must arrange feasible models based on asset and liabilities structure. Generally, financing combination including normal, adventure and conservative, different combination has its different features and benefits.
