Medical institution reform is a worldwide problem, the reform of public hospitals is known as the most difficult task of China’s medical and health system reform. Pay attention to the medical and health system reform in our country, the solution of thinking of "medical treatment is difficult and expensive" problem, it is very urgent for the theory circle and practice circle. Since 2009 April the country began to implement the deepening medical and health system reform, it has made significant progress, especially in the policy mechanism, system, has achieved initial success, and completed the objectives and tasks of the stage, in this respect, the public hospital plays a vital role, especially the assets.Public hospital assets are owned or used by the unit can be measured in monetary terms, and bring some social and economic benefits of economic resources to the hospital, it is the basis for survival and development of the hospital material. So, the importance and necessity of asset operation and management is evident, and the social concerns more on it. The main research of public hospital asset management is the asset allocation situation, how to use the assets of the hospital’s social and economic benefits to give what kind of contribution and impact, what problems exist in assets under management, In order to put forward measures and suggestions for optimizing the allocation of assets, improving asset utilization efficiency, strengthening asset management. This article first from the public goods theory, target management theory, organization behavior theory and other public theory, then based on the domestic and foreign advanced experience of public hospital administrative institutions and state-owned assets operation and management, through the field investigation, document retrieval, theoretical analysis, case analysis and other methods, combined with the actual situation of A public hospitals, conduct a comprehensive study of public hospitals in the management of assets.This article is divided into five parts.The first part mainly discusses the research background and purpose, at the same time, summarized the contents, methods, and framework. The second part reviewed the literature at home and abroad and clarified the theoretical basis. The fourth part according to the actual situation of A hospital, analyzed the problems and cause, so that explored the asset management of public hospitals. The fifth part in view of the main problems of assets management of public hospitals, on the basis of summarizing the experience, put forward countermeasures and suggestions to strengthen the ability of public hospital assets operation management.This paper draws the conclusion: A public hospital as a specialist hospital, "three" has been aware of the importance in the development of all aspects of assets operation and management of the hospital, according to the existing problems, to put forward some methods and measures to solve the problem faster and better.
