Both the medical and sanitary undertakings are the important parts of the Chinese economy. The establishment and development of the socialist market economy have vitalized the medical and sanitary undertakings in China. Since China's opening to the outside world and the quick development of economy, for more and more Chinese people, the demand for keeping themselves more healthy has been gradually increased. As a result, medical institutions in China have grown up quickly and the function and quality of medical service have been promoted steadily. However, the hospital reform in China has faced unprecedented problems and challenges. According to a research report conducted by The Development Research Center of the State Council (DRC) and WHO (World Health Organization), on the whole, the reform of medical and sanitary system in China has been unsuccessful and the reform results during past two decades are rawness.To summarize the reason why the reform of medical and sanitary system in China failed, the traditional operating management models of hospitals has been concerned frequently, which is developed from the planned-economy system and now has restricted the development of hospitals under the market economy system.During the past several years, hospitals in china have summed up some experiences of abroad and domestic hospital reform and completed a great deal of practices in this respect. However, compared with the reform achievements of other industries, the hospital reform in China has lagged behind dramatically in both reform scope and reform depth, which is assumed to be in the stalemate condition and concerned by more and more people. Furthermore, there is no systematic research on the theoretical basis of the reform of state-owned hospitals' property right system in China. This dissertation aims at probe into these problems, which is made up of following parts:The first chapter is an introduction.The second chapter discusses the basic theories of state-owned hospitals' property right system. Through the analysis of transaction economics, principal-agent theory, property right theory and institutional change theory, it reveals the significance of using property right theory in the reform of state-owned hospitals' property right system.The third chapter makes the presentation of state-owned hospitals' property right system. Based on the comprehensive introduction to the developing processes and trends of state-owned hospitals, it analyses the property right and property right systems of state-owned hospitals.The fourth chapter studies the arrangement of property rights and the sanitary resources allocation of state-owned hospitals in China. On the basis of introducing the adjusting mechanism of property right system and resources allocation, it also analyses the efficiency criteria of property right system and resources allocation and then probes the current position of the arrangement of property right and the resources allocation of state-owned hospitals in China.The fifth chapter utilizes the game theory to analyze the reform of the property right of stated-owned hospitals in China, which covers the game between government and the reform of state-owned hospitals, government and the prices of medical services provided by state-owned hospitals, the agent and principal problems of state-owned hospitals, and the construction of state-owned hospitals' property right system in China.The sixth chapter analyses the reform of state-owned hospitals' property right system. Based on the comprehensive introduction of state-owned hospitals' property right in China, the dissertation analyses the impact of asymmetric structure of state-owned hospitals' property right on their efficiency and presents the necessity, conditions and realization models of reforming the property right of state-owned hospitals in China. Besides, it probes the theoretical relationship between ownership structure and hospital corporate governance, and gives some reasonable suggestions on the ownership structure of state-owned hospitals in China, which includes that small and medium-sized hospitals should adopt the common governance model of MMS and large-sized hospitals should accept the common governance model of SM.At present, the related principles and measures are still at the draft stage. The research results of this dissertation will provide some helpful advices on the reorganization of the Chinese state-owned hospitals , and accelerate the establishment of the relevant laws and rules.
