Study Of The Influences Of New Rural Cooperative Medical System On Township Hospitals’ Fficience

Township hospitals are the junction of the rural tri-level health care offer, which provide basic health care and public health services for rural residents while carrying some political functions. New rural cooperative medical scheme (NCMS) is a form of social health insurance scheme, which, since its inception in 2003, is subsidized voluntary health insurance program. NCMS is an innovation of China health reform in rural areas and provides basic health insurance for rural residents. As an important part of policy influence factors, NCMS put a series of influences on township hospitals. So far, there is no systematic research on NCMS’s impacts on township hospitals neither credible conclusions. Therefore, it is pretty necessary to make a systematic, scientific research on township hospitals’efficiency under the basis of NCMS, in order to supply suggestions to improve health policy including NCMS.The article introduced the conception of efficiency and the basic situation of using Data envelopment analysis (DEA) in research on township hospitals after introducing the fundamental conditions of NCMS of nation and Weifang city. Then, the article describe the basis of sample counties and their NCMS, the tragic diseases insurance, also describe the basis of sample township and their hospitals, whose input and output. At last, chose 5 output index and 3 input index in according to the objection to establish the index of evaluating efficiency of township hospitals. After that, put CRS and scale efficiency-evaluation on 30 township hospitals. The results tell us that after the implementation of NCMS, the efficiency of township hospitals increased significantly as a whole, especially the outpatients, inpatients. However, at the start of implementation of NCMS, the increase of efficiency was not so significant. With the implementation of NCMS went to deep, the efficiency increased year by year which decreased in 2012. At the end of the article, the writer analyzed the reasons of efficiency change, on basis of which gave the suggestions to improve township hospitals development.
