The reform and development of medical insurance system is an important component of the social construction and focus on improving people's livelihood. Based on the analysis in the political, economic, social and security functions of building a national health security system, and combine the successful experience from Taiwan, Japan, Korea and other countries, we should give some advices about government functions, management of society and many other aspects aimed at promoting universal health insurance system in China, speed up the construction of urban and rural residents covered by the social security system. In the basis of the above analysis, and from the political, economic, social and security functions of our construct universal health insurance system,the author gave the details about the development and operation of Taiwan's National Health Insurance, Japan's national health insurance system, Korea's social medical insurance system. Combined with the actual situation in China, the three parts as followed: The part of set up the system, focus on the structure, content, and payment mechanisms, the treatment of security and the government. The part of construct the government functions, focus on the integration of health care resources, increase financial input, push forward the reform package, strengthen the responsibility of the government. The part of community management, focus on the medical services management, social management, institution-building staff. According to the three parts, the author response to a series of recommendations. Proposed the establishment of universal health insurance social security system conducive to the realization of social justice, safeguard the interests of all the health needs of urban and rural residents, and help to promote the realization of consumer demand to promote economic growth in turn, and will help to promote universal health insurance system in the construction of China. It will conducive to promotion the economic and social dynamic. Then speed up the construction of urban and rural residents covered by the conclusions of the social security system.
