Currently the reform and development of Medical and Health Systems in China has entered a critical period, so concluding and appraising the experience and lessons from the reform of Medical and Health Systems over the ten years is very significant for the making of new medical reform schemes. The concentrated bidding purchase of medicines, a great reform in medicine circulation system during China's transition from planned economy to market economy, has changed the interest distribution pattern in medicine manufacture, supply and sale which has been formed in the past few decades. It is not only the change of medicine purchasing mode but also a complicated systematic project which affects the reforms in medical system, medicine circulation system and social security management system. The concentrated bidding purchase of medicines is a policy measure to promote medicine circulation system reform and its aim is to standardize the medicine purchasing of medical institutions. Now many defects are exposed during the implementation of the policy: the false high profit of medical institutions from medicine retail price, the transference of bidding cost and the failure of bidding medicines. So far, among the published policies for medical and health system reform, the concentrated bidding purchase of medicines has aroused the hottest argument. Under this background, this paper, with the use of game theory and public choice theory, analyzes the causes of problems in the implementation of the concentrated bidding purchase of medicines in China, appraise the implementing effects of this government policy and try to put forward reasonable improving suggestions from the aspect of establishing reasonable distribution system and mobilizing and protecting all the enthusiasm.As far as studying method is concerned, this paper focuses on the combination of qualitative study and quantitative study. In qualitative study, the method of historical documents is employed: sort out and conduce from the existing documents, comprehensively and objectively analyze and appraise the implementing situation and effects of the concentrated bidding purchase of medicines in China, find out the roots of these problems and pose proper solutions. In quantitative study, statistics and behavior analysis are used so as to make the study more concrete and more persuasive. In theory analysis, this paper has a comprehensive analysis of the concentrated bidding purchase of medicines with use of game theory. During the analysis, the author first search and consult the documents and analyzes and appraises the research progress in the concentrated bidding purchase of medicines at home and abroad. Game theory is the instructive theory used in this paper to make clear the relationships between the sub-systems of medical system. Analyzing the disadvantages in China's medicine procuring management reform with the use of game theory is the important content of this paper. Besides, through spot investigation on the concentrated bidding purchase of medicines in Zaozhuang and analysis of the practice of Zaozhuang, this paper gives the policy suggestion for improving the concentrated bidding purchase of medicines.This paper consists of five parts. The first part is introduction, which briefly introduces the study background and the significance of selecting this topic, discusses the present study situation of the concentrated bidding purchase of medicines in China and talks about main study method and basic structure of this paper. The second part is an outline of the concentrated bidding purchase of medicines system analyzing the characteristics of medicine and the government's responsibility location in medicine circulation and briefly discussing current situation of medicine circulation system in China, objective design, concrete process and actual effects of the concentrated bidding purchases of medicines system. The third part analyzes the present situation of the concentrated bidding purchases of medicines system summarizing the common problems during the implementation of the concentrated bidding purchases of medicines system, appraising the present situation of the concentrated bidding purchases of medicines system in Zaozhuang and putting forward the restrictive conditions of the concentrated bidding purchases of medicines system. Through the analysis of the concentrated bidding purchases of medicines system based on game theory, restrictive factors for the implementation of the concentrated bidding purchases of medicines system are concluded. The forth part is the solution choice. Learning from domesticate and overseas experience, this paper puts forward the suggestion of perfecting the concentrated bidding purchases of medicines. The fifth part is conclusion summarizing the whole paper and forecast the future developing direction of the concentrated bidding purchases of medicines system in China. With the medical reform scheme going to be published, this paper, through analyzing the problems existing in the concentrated bidding purchases of medicines system, poses the new subject that needs to be studied in the current healthcare system reform.
