Web-based course is the key element to determine the quality of web-based education and teaching. With the development of web-based education, the number of web-based courses is increasing rapidly and people's cognition to the importance of web-based course is also escalating. Web-based course is the basic of web-based education and teaching. Carrying on the evaluation of web-based course is an important part to assure the quality of web-based education and teaching. In recent years, many scholars have been researching, exploring and publishing large numbers of articles and monographs, and brought forward a series of measurement scale tables, gauges, and indicator volumes of evaluation on the evaluation of web-based course. All of the above-mentioned has provided credible study bases for the study to go on wheels.Based on the correlative conceptions of course, web-based course, evaluation, etc. explained at large, the composing, characteristic, and function of web-based course have been concluded systemically in the study. The significance, functions, principles, characters, and processes have been summarized based on the status quo of internal web-based course evaluation investigated in detail and the advanced experience and achievement of overseas web-based course evaluation cited and used for reference. According to the rule and regulation on the construction of indicator system, the construction of the indicator system on evaluation of web-based course has been studied systemically in the study. All the time, the content of the study has been consistent from first to last, and kept step-up in the logic. There are six parts in the whole article.The 1st part: Bound of the correlative conception such as web-based course and web-based course evaluation. Those conceptions include medicine and clinic medicine, course, we-based course, evaluation and educational evaluation, web-based evaluation, web-based courseware evaluation, web-based teaching evaluation.The 2nd part: The study on correlative content of web-based course. Based the conception bounded, we analyze the advantages of the web-based course over traditional courses, expound the basic structure, characters, and functions, and point out the problems in the construction of web-based course, moreover.The 3rd part: The status quo of the study on web-based course evaluation. In the part, correlative standards of web-based resource are studied at first. The study on the status quo of internal and overseas web-based courses evaluation is implemented secondly, and the problems of present web-based course evaluation are concluded at last.The 4th part: The study on the correlative content of web-based course evaluation. In order to establish the base of theory and the preparative of technique, the significance, function, principle, character, and process are analyzed and explained based on the conclusion of synthesis and analysis of the study.The 5th part: The construction of the indicator system on evaluation of web-based course. The part is the core of the article. Based on the connotation and construction, composed principles, processes and steps of the indicator system on evaluation of web-based course are systemically analyzed and concluded. We filtrate and abstract the evaluation indicators by data collected and the factors related to the evaluation aim. We draw a primary frame class with 6 indicators in the first stair which is formed as scientific, teaching, using, technique, art, and criterion, and 32 indicators in the second stair formed, according to the class of the conception and description with synthesis analysis. The weight of each indicator is calculated with analytical method of Stat. and hierarchy. Then the whole frame of the indicator system is constructed. In order to improve the effect and coherence, rationality of the weight designed is tested and proved. We make the standards and grades of evaluation. In order to evaluate the web-based course impersonally and equitably in the use of evaluation indicator system, we use the function formula of fuzzy mathematics and the conception of subjection degree in the designing of grades. In order to complete the indicator system, filtrate and discriminate the indicators and refine the standards, we analyze and study the indicator, weight the standards again at last.The 6th part: The demonstrated study of web-based course evaluation. In order to guide evaluation of web-based course, we construct the web-based course indicator system. However, whether the indicator system is reasonable and effective, or it is able to guide the evaluation of web-based course, need to be checked by practice. We have applied the demonstrated evaluation to one military medical radio diagnosis web-based course, analyzed and handled the data, comprised and evaluated the results, and proved it feasible and scientific.The innovations of the article lie in that relatively integrated and scientific indicator system of web-based course evaluation is constructed, especially each weight of the indicator is calculated with hierarchy analytical method, coherence is checked up on the base, and satisfying purpose is gained. The study has definite significance of guidance to both quality evaluation and design of web-based course.
