Research On Assistant Dicision-making System Of Emergency Hygienic Epidemic Prevention Support In Xinjiang Military District

Emergency Hygienic Epidemic Prevention Support(EHEPS) is taken as one of the important constituents of military health service support,It is not only one of the important contents of the disaster rescues(DR) and the emergent pulic health affairs (EPHA)treatment, but also one of the important work of the war health service. The EHEPS has played very important role in controlling effectively the occurrence and the popularity of infectious diseases in army, and improving the health level of all army staff, and consolidating army war capability.Assistant Decision-Making System (ADMS) is a kind of man-machine correlation system which depends on computer.It makes full use of the characteristics of the quick speed and the big storage capacity of the computer. It involves the decision-making theory and method, and all technologies of psychology, plan study ,multimedia and database, and so on. According to the EHEPS commander's decision-making thinking mode, It can create a kind of policy-making environment for the commander through system analysis.Under this environment,The commander can make full use of his own experience, knowledge, or understand and analysis each primary factor and influence in his decision-making process by means of the system guidance, and stimulate his thinking creativity, thus probe question with the help of ADMS and guidance,and make gradually the decision-making in the end, Namely,It can complete the final decision-making through the man-machine cooperation.ADMS is composed of 6 modules: the EHEPS basic information database, search and inquiry module, the epidemic prevention support project module, the EPHA treatment module,expert knowledge module and the data repair module.It not only is suitable to the EHEPS of the military combat, but also has the very strong guiding significence to the EPHA treatment.This topic took the system analysis (SA) thought as the instruction, and analyse the concept, the characteristics and the current situation of EHEPS by means of literature investigation,experts consultation,and so on.The EHEPS has played an important role in all kinds of emergency affairs such as Sino-India war,Anti-terror and keep balance actions,and EHPA treatment.This paper analyse organization and command of EHEPS and information function and considered that the EHEPS was a kind of "information behavior".According to these characteristics of the sudden outbreaking of the epidemic situation and the time-effectiveness(TE) of the EHEPS, It put forward that EHEPS must exert the superiority of the information resources(IR), and strengthened the important function of the IR in the EHEPS,Particularly in the organization and command of the EHEPS,and considered that the emergency hygienic epidemic prevention support assistant decision-making system(EHEPSADMS) was a C~3I system and the necessarity and emergency of the study on the EHEPSADMS in xinjiang military district.This paper involved the main clue of EHEPSADMS. It has established the information index of the EHEPSADMS, and brought forward the assistant decision-making question of EHEPS, and constructed some models of the drawing-out of the professional personnel(DPP), the supplyment of medicine and appliance (SMA) and the professional division mobile (PDM), and completed the design of the module of the basic database, search and inquiry, the hygienic epidemic prevention support,expert consultation,the EPHA treatment and the data repair module. The topic has realized the function of the information inquiry, the epidemic alert, the plan making and expert consultation.It has provided the technical platform and the policy-making basis for the hygienic epidemic commander.It can apply to the training assistant tools of the army hygienic epidemic prevention exercise, training,and also is helpful to the organization and command of the AEHEPS which moves towards the scientificity,standardization and automatization.
