With the rapid development of social economy and the rapid process of urbanization,the frequency and the harm of emergencies have been continuously strengthened.In responding to various kinds of emergencies,emergency medical assistance has become an important guarantee for safeguarding harmony and stability of society and protecting lives and property of citizens.Emergency medical department as the main body of the implementation of emergency medical rescue is an important determinant factor for the effectiveness of emergency medical rescue,thus to evaluate and select emergency medical departments has important practical significance.With respect to evaluating and selecting emergency medical departments under uncertain environment,this dissertation constructed the emergency medical department evaluation index system,and then developed the methods for evaluating and selecting emergency medical departments.The main research contents are as follows:(1)This dissertation analyzes the system framework for evaluating and selecting emergency medical departments,and then establishes the emergency medical department evaluation index system.Based on the related theories and methods about emergency medical rescue and multiple attribute group decision making,this dissertation constructes the system framework for evaluating and selecting emergency medical departments.Based on the expert interview and literature analysis,according to the principles of selecting indicators,this dissertation constructes the emergency medical department evaluation index system,which consists of four dimensions:emergency medical monitoring,emergency medical support,emergency medical implementation,and emergency medical recovery,etc.(2)With respect to the trapezoidal interval type-2 fuzzy information,this dissertation develops two methods for evaluating and selecting emergency medical departments based on DANP-MABAC and grey relational projection(GRP)respectively.The first method uses the DANP(DEMATEL-ANP)method to determine the weights of indicators and extends the traditional MABAC(Multi-Attributive Border Approximation area Comparison)method to evaluate and select emergency medical departments under trapezoidal interval type-2 fuzzy environment.The second method uses the combined weight method to determine weights of indicators and then extends GRP method to trapezoidal interval type-2 fuzzy environment for evaluating and selecting emergency medical departments.(3)This dissertation develops two methods for evaluating and selecting emergency medical departments based on picture fuzzy interaction aggregation operators and evidence reasoning theory respectively under picture fuzzy environment.The first method firstly defines the novel interaction operational laws of picture fuzzy numbers,and then proposes two operators for aggregating picture fuzzy information,including the picture fuzzy weighted interaction average(PFWIA)operator and the generalized picture fuzzy weighted interaction average(GPFWIA)operator.Based on the proposed operators,a novel method for evaluating and selecting emergency medical departments is developed under picture fuzzy environment.The second method,based on transfering the picture fuzzy information into evidence information,is developed to evaluate and select emergency medical departments based on classification information,modified information and intergration evidence information.(4)This dissertation develops two methods for evaluating and selecting the emergency medical departments based on regret theory and prospect theory respectively.The first method firstly transferred trapezoidal interval type-2 fuzzy information,picture fuzzy information as well as interval linguistic variables into interval 2-tuple linguistic,and then defines the regret utility and regret utility distance of interval 2-tuple linguistic.Finally,the traditional TOPSIS method is extended to interval 2-tuple linguistic environment to evaluate and select emergency medical departments.The second method firstly proposes the concept and operational laws of single-valued neutrosophic interval 2-tuple linguistic,and then develops the singlevalued neutrosophic interval 2-tuple linguistic Maclaurin symmetric mean(SVNITLMSM)operator and single-valued neutrosophic interval 2-tuple linguistic weighted Maclaurin symmetric mean(SVN-ITLWMSM)operator for aggregating single-valued neutrosophic interval 2-tuple linguistic information.Based on the developed operators,a novel method for evaluating and selecting emergency medical departments is proposed based on the prospect theory.
