In 2007,The Party's Seventeenth Congress clearly put forward "the basic medical care services should cover everyone" as the new target,which is one of the principal roles as the ruling Party and it also meets the great expectation of all the people.This paper illustrates the close relationship between the "Basic Medical Care" and "The Government's Responsibility" which are also the two key words of the paper.Firstly,the definition and main contents of the basic medical care services are given.Secondly,based on the theoretical analysis of the government's role,the paper points out that the government should bear the major responsibility in the public health system and basic medical care services.Finally,further from the history perspective,the paper inspects the track of Government responsibility's transformation and its development trend as well.One of the main features of this paper is the use of the empirical analysis method to analyze of many existing problems in the process of China's newborn's disease screening.The paper therefore gives a more microscopic in-depth perspective of the current status and defects of the basic medical care services. Although many problems existed,there might still be full of opportunities to achieve universal covered basic health services.In order to give suggestions to improve the government functions,the paper also makes use of the successful experience from the United States,Britain,France,Singapore and other countries in terms of public health care system.By summing up their experience and lessons,it is concluded that despite different national conditions in four countries,they still have one thing in common,that is,Government's commitment to public health care is not limitless. Therefore the integration of "visible hand" and the "invisible hand" power to meet different requirements from people from all walks of life for medical services is extremely important.Based on the analysis,the paper stresses that the Chinese history,current situation analysis and overseas experience all show that the market trend must be accompanied by corresponding adjustment and change of the policy in the field of basic medical care services.Such important changes of government's role should include the following:in order to solve the existing problems,the Government should increase financial input to enhance the relevance and effectiveness;arouse public awareness of disease prevention through education of health care knowledge to promote healthy living styles;eliminate barriers between urban and rural areas, reduce regional differences,balance the allocation of resources;advocate the "human-oriented" principle,strengthen construction of policies and procedures to establish a universal covered health care system;play the role of a good supervisor, and perfect the supervision system in the field of medical services.
