Research On The Government's Responsibility Performance And Countermeasures In The Implementation Of Integrated Medical And Elderly Care Services In R City

In recent years,China's aging population has gradually become a prominent social problem that the government needs to seriously consider,and has an important impact on the process of social development in China.The most direct impact is that the rapid growth of disabled and semi disabled elderly population makes the traditional way of providing for the aged no longer the most effective choice in the past.“People's cognition of family planning is good,the state will provide for the aged" is changing to”providing for the aged can't rely on the government,increase personal investment earlier”.Our government timely launched the combination of medical care and elderly care services to meet the needs of the elderly for elderly care and medical care,which helps to alleviate the current pressure of elderly care.However,as a special public product,the combination of medical care and maintenance still has the problems of inadequate performance of responsibilities and poor effect of guidance in promoting its implementation,which can not meet the needs of the elderly for healthy old age life in an all-round way.From 2018 to now,in the process of promoting the development of medical and nursing integration,the government departments of R city have issued a series of policies.Taking the opportunity of creating a pilot city of medical and nursing integration in the whole province,they have explored and carried out a variety of initiatives such as medical and nursing integration,medical and nursing cooperation,medical and nursing joint construction,and mutual medical and nursing support.Each government department has taken responsibility within its functional scope,integrating the resources of the city's elderly care institutions and medical and health institutions All right.However,the measures carried out by the municipal health and Health Commission,the Municipal Finance Bureau,the Municipal Civil Affairs Bureau and other departments have not achieved the desired results,and there are still problems such as inadequate connection between health and medical institutions and pension institutions,insufficient funds,imperfect linkage mechanism,and shortage of talent team,etc.the R municipal government needs further efforts in the development of medical and pension services.Based on the theory of governance and public products,this paper takes the elderly care service under the guidance of R municipal government as the research object,based on the relevant policies and measures implemented by R municipal government departments in recent years and the project development practice promoted by R municipal government departments,using the methods of literature analysis,statistical analysis and questionnaire,points out and analyzes the existing problems,and explores how to realize r municipal government departments Play a greater role in the combination of medical care and pension services,and finally put forward the ideas and solutions to promote the development of r city's combination of medical care and pension services.
