Research On The Equal Problem Of Basic Medical And Health Services Between County-level Government In Jinan

Since thirty years of reform and opening up,with the development of economy and society,we have made remarkable achievements in the field of basic medical and health services.However,among the people at the county level,the basic medical and health services are not equal.It not only affects the people’s equal right to health,but also is not conducive to the construction of a harmonious society.How to solve the problem of equalization of basic medical and health services of county government,to promote universal access to basic health services.It is a realistic problem for Jinan which is the is the capital city of the eastern region.This paper takes Jinan county-level government equalization of basic medical and health services as the research object,using the case study method to analyze the county government of Jinan city basic medical and health service status,through “theory→present situation→experience→measures” to discuss.First,This paper explains the basic concepts and theoretical basis of equalization of basic medical and health services.The theory of fairness and justice,the theory of welfare economics and the new public management theory provide a strong theoretical support for the discussion of the equalization of basic medical and health services in Jinan County-level government.Second,This paper constructs the evaluation index system of basic medical and health services in Jinan,and analyzes the basic medical and health services of Jinan county-level government through detailed data.The two conclusions is that the Jinan county-level government does not have the basic medical and health services,Jinan city and the surrounding county level basic medical and health services.Through further data analysis,found that the equalization of basic medical and health services of the county-level government of Jinan City,the specific performance of medical and health resources allocation,basic differences between the basic medical and health services,to improve the quality of basic medical and health services management loopholes.Followed by the analysis of the causes of inequality of the reasons,in particular the investments of medical and health resources is uneven,the county-level government economic development is not balanced,the basic medical and health service system is not perfect,the medical and health institutions and prominent structural problems.Third,the paper draws lessons from the advanced experience of promoting the basic medical and health services in foreign countries and promoting the equalization,which has provided a useful reference for the county –level governments in Jinan.In the end,the author puts forward a series of measures to achieve the equalization of basic medical and health services in Jinan county-level government,aiming at the problems of the basic medical and health services in Jinan.This paper systematically and comprehensively analyzes the basic medical and health services of the county-level government in Jinan,finds out the problem of inequality,and finds out the reasons for the inequality.Finally,the paper puts forward some countermeasures to realize equalization.This will not only be able to achieve the equalization of basic medical and health services in Jinan county-level government,but also help to solve similar problems in other cities.
