The Problems That Exist In Building The New Rural Cooperative Medical System In Our Country And Countermeasures Research

After China's reform, the rural cooperative medical care has existed in name only. At present China has 38.6% farmers should be treated because of financial difficulties without treatment, 75.4% fanners should be hospitalized because of financial difficulties without hospitalization. China's new rural cooperative medical system is organized, guided and supported by the Government, farmers voluntary participation, and collective and multilateral financing, and it is a co-ordinate farming medical system mainly in seriously ill. From 2003, country began to implement the new rural cooperative medical on the part of cities and counties. From investigate the implementation of pilot areas, the results were unsatisfactory, and there are still many difficulties and problems.Firstly , This paper from the vertical angle reviewed systematically the evolution of the rural cooperative medical care. Secondly, on the base of the situation of the new rural cooperative medical care, using the combining method of standardized theoretical and empirical to analysis the existing problems, which including exist contradictions in supply and demand of new-type rural cooperative medical, the farmers' participation wish are very weak, and the transaction cost is very high about the implementation of the new rural cooperative medical, and central government, local government, farmers and medical institution such as the quartet game and so on. Thirdly, from the perspective of horizontal, aggregating the rural medical security system experience of some developed countries and developing countries. Finally, in learning from international experience at the same time, in light of China's specific national conditions put forward more specific policy, which are implementing the national's responsibility, the local governments should help to strengthen the supervision the parties actively, and further improving the system design of the new cooperative medical, and so on.This paper is aimed at giving more specific policy based on analysis the existing problems of presented new rural cooperative medical system, in order to achieve adjustment the new rural cooperative medical care system, and ensure the sustainability development of the new rural cooperative medical system.
