In the human parasitic diseases, On the case of socioeconomic and public health importance, Schistosomiasis is the second most important tropical disease after Malaria. Schistosomiasis is prevalent in 76 countries and regions. It is causing great harm to the human. Many of the world' s countries and regions have studied their prevention and treatment of schistosomiasis. But the establishment of the system and how to evaluation have been ignored. So that it is the high time that we should set up schistosomiasis prevention's guarantee system and ensure the implement of the system.Huarong county, located in the southern bank of Yangtze River and the East Dongting Lake area, is well in the natural environment, and agricultural production favorable conditions. And it is particularly rich in water resources and vast numbers of wetland area. However, it is also a major schistosomiasis endemic area. Researching Schistosomiasis prevention' s guarantee system has highly theoretical and practical significance.Schistosomiasis prevention is a complex system, which is the important factor that impacts Social, economic and ecological sustainable development of Huarong country directly. On the basis of the former researches and the theory of sustainable development and systems theory, and taking into account local conditions and schistosomiasis problem, the paper is trying to set up a more systematic schistosomiasis prevention' s guarantee system. Combined destroying the biological chain of Oncomelanic hupensis with developing ecological agriculture, there are using different engineering and technical support system in the different regional.Enlightening national Schistosomiasis Control Ordinance and Huarong county schistosomiasis prevention "十一五" planning, the paper has gave the guarantee index's system for the first time. It has studied the normalization methods of attribute valure of the evalution indexes and the evaluating method of system. According to the fact of the system, this paper has used the AHP to evaluate the guarantee system.
