On The Construction Of Community Health System In Shanghai

The community health service system is one important part of medical treatment health system .The community health service agency should provide one kind of safety, valid, convenience, economy service for people and provide a public hygiene and basic medical treatment service for the residents.The unreasonable distribution of our country's health resources and the worse equity of medical treatment service, which are important reasons for people seeing a doctor difficult and expensive .With the ageing of the population and the changing composes of the disease, developing community health service strongly is not only can optimize distribution of resources and alleviate the problem of the crowd seeing a doctor difficultly and expensive, but also arouse and promote the heath reform .This paper bases on the public manage theories, investigating and compareing the organization , movement mode of the community health service system from 1997. the auther gives the Hong Kou community health service system ,for example ,carrying on an investigation of the working system, inner structure and personnel after the reform by qualitative and quantity.To Controle currently the existent problem of the community health service system and the factor which baffling the community health cervice develops further.This article aims at the problem,by comparing the foreign mode, draw lessons from the mature experience, and apply public manage theoretical method etc., puts forward constructive suggestions of community health service comprehensive reform , provide a reference for the related section establish a policy .The author concludes that strengthening the construction of the community health service system can alleviate the medicle problem and raise social control level of the disease preventions. Currentlly, there have a lot of difficulties during the comprehensive reform of the community health service ,which dues to the traditional work mode and thoughts and the traditional public administration .Owing to public manage theoretical, according to public manage theoretical method, draw lessons from the advanced experience of developed country and innovate the system aggressively, the aticle considers that is not only important to push forward the community health service comprehensive reform , but also to construce more efficiently and adapt most people's demanding service system of the community health.
