A Study On Chinese Minor's Medical Security System

Minor's Medical Security System is an important component of the whole Medical Security System. With the increase of nuclear family in China, the medical security of the minor has become a system issue that concerns the survival and development rights of the minor as well as the stability of family and society. Therefore, establishing and perfecting the social insurance system for the minor has become a necessity for the society development and the harmonious society building. In recent years, many attempts and explorations concerning Minor's Medical Security theories and system building have been done in China. However, there is still a need to do further theoretical and systematical studies on Minor's Medical Security theories and system building.This paper will study Minor's Medical Security from economical, political and administrative perspectives, it firstly analyzes the present situation of Minor's Medical Security in China, and then stresses the responsibility of the government in promoting Minor's Medical Security system building, and finally proposes some suggestions on how to build the multi-level Minor's Medical Security system, how to establish reasonable money-raising system and sound & prescriptive administration system. This paper constitutes six parts:Part 1 elaborates on the source of the problem, the present research status at home and abroad, points out the theoretical and practical meaning of establishing the social insurance system for the minor.Part 2 explains the concept of Minor's Medical Security system, expounds the basic contents of Minor's Medical Security system, clarifies the characters of Minor's Medical Security products.Part 3 analyzes the present situation of Minor's Medical Security in China, and points out some existing problems attributed to lacking of governmental responsibility and national unified-planning system.Part 4 introduces some representative Minor's Medical Security systems in foreign countries, stresses that the government should take more responsibility in building Minor's Medical Security system, perfecting related laws and regulations, and clarifying the goal of the system.Part 5 expounds the relationship between government and market, defines the responsibility of the government in Minor's Medical Security System building.Part 6 proposes some suggestions on how to establish a multi-level Minor's Medical Security System in order to meet the different needs of minor's medical security, which covers medical security system, social medical rescue system, and commercial medical insurance.
