| Since the reform and opening up,China’s economy and society have entered a stage of rapid development.The country not only pursues the speed of economic development,but also pays more attention to the quality of economic development.Accordingly,China’s medical and health system reform,as a key concern of the state and the people,should also aim at the high-quality development of the medical industry.The reform of public hospitals is the top priority in the reform of China’s medical and health system.Since the founding of the People’s Republic of China,the state has been exploring ways to safeguard social equity and protect the rights of the people.In 2009,the state council issued the opinions of the CPC central committee and the state council on deepening the reform of the medical and health system,marking the beginning of a new round of medical reform in China.From the perspective of government responsibility,this paper discusses the transformation of government functions in the reform and development of public hospitals in China and the experience of foreign countries in the reform of public hospitals,expounds the present situation of yichang public hospital reform from the aspects of supporting policies,financial input and specific measures.This paper analyzes the existing problems and causes in the reform of yichang public hospitals,and puts forward corresponding countermeasures and suggestions on how to improve the government responsibility in the reform of yichang public hospitals: First of all,government responsibility should be clarified,separation of management and management should be effectively implemented,and the status of independent legal person of hospitals should be strengthened.Secondly,we should increase the financial subsidy for public hospitals and guide the diversified capital investment.Again to establish a medical consortium,improve the hierarchical medical system,improve the relevant supporting policies;Finally,we should strengthen government supervision and establish a model of multi-party supervision. |
