By the promotion of the government in recent years, community health services have achieved great progress and community health services framework was primary established. To construct welfare network of community health service in Jinan with lesser cost of government by leading health resource of public hospital to community. Providing for inhabitants with safe, effective, convenient, economical and basic health service through persisting and perfecting the "Six function, one system" community health service model. Jinan government first put forward the "Six function, one system" health model and nail down the basic meaning of community health service. The National Health Ministry and other ministries and commissions confirm it by official documents and generalize it all over the country. It makes active contribution to community health services theoretical innovation of China. In whole, the community health services are early in process, rapid in development, entire in function and gets high satisfaction in population. It has much influence in whole China. Whereas, by restriction of economic level and policy sustain, in many aspects such as health scale, quality, service capacity and benefit, the community health service in Jinan has lag far behind that of big cities such as Beijing, Shanghai, Tianjin and Shenzhen. There are characteristic and superiority in the community health services in Jinan. In medium-sized cities or thereinafter which has limited in economic scale, financial and health input, it has typical instruction significance.There are three parts in this paper.
