Study On The Development Of Urban Community Health Service

The service of medical health is closely related to people’s life. Popularizing and strengthening the basic medical health service, controlling the increase of the medical cost, handling and resolving the general public’s problems of "difficulty and expense in medical treatment", all of these are the great tests to the government’s governing capacity. They are also important aspects in improving the general public’s life. The basic medical health service is the lowest network of social comprehensive medical insurance. It is composed of urban community health service center and the township (rural) health center. To develop the urban community health service has the positive significance of perfecting the standard of medical service for the urban dwellers and improving the accessibility and efficiency of medical service for the community residents.By the means of empirical study and interviewing method, linking with the reformation and development of urban health service in Fujian province, this paper reviews the history and present situation of community health service in our country. It analyzes the developing course of community health service in our country and the achievements it has acquired. This paper also tries to find out the existing problems in the course of its operation and puts forward the relevant strategies according to the cause of the problems. The study shows that the build of community health service in our country has proved greatly successful after about15years’development. The health system is being perfected day by day. The reconstructing projects are advanced step by step. The coverage of basic medical insurance is further broadened. The essential drugs system covers comprehensively. The equalization of basic public health service is constantly enhanced. However, compared with the developed countries, the community health service of our country is still at an elementary stage. It has great distance with the new medical reformation, which is manifested in the following aspects:We still didn’t well recognize the importance of community health service. The relevant strategies are not perfect enough. The mode of community health service still needs further improving. The existence of the above-mentioned problems is due, to some extent, to the constraints of existing policies. It is also related with the shortage of qualified persons on community health and the imperfection of ensuring institutions. In view of the above-mentioned problems, the paper puts forward the suggestion of perfecting the community health service reformation, adjusting the function of community health service and accelerating the training of qualified personnel on community service.
