With the reform deepening in the medical care system,"the difficulty and high cost of getting medical treatment"has become current prominent social problem in China. One report entitled"China's medical care system reform failed"has drawn widely attentions with different opinions. Up to now the debates on the issues are still going on. Mr. Gao Qiang, Minister of the Public Health Ministry, said that there are some key factors which contribute to the problems of"The difficulty and high cost of getting medical treatment", such as the overall shortage of health resources, health development lagging behind economic development, and unreasonable allocation of health resources.The effective allocation of resources is the core of the study. The research object of this study is focus on the allocation of health resources of Daqing City in Heilongjiang. The aim of this paper is to do research on current status of health resource and existing problems in Daqing through the collection of statistical data, quantitative analysis, theoretical application and statistical information related to the allocation of health resources. Based on these analyses the author presents the discussion on the regional health planning, investigates the relationship between the provider and the need of the health resources in Daqing, evaluates the efficiency of the utilization of health resources and finds out the existing problems on the allocation and utilizations of the health resources to bring forward the strategies and provide the evidence of reasonably utilizing the health resources in Daqing, then to raise improvement countermeasure and to provide a reference for more in-depth reform in medical system in Daqing.Based on the survey and analysis of the data collected, the results show that although Daqing health are developing in a rapid way, there still exist a lot of problems:First,The total amount of regional health resources are abundant and the number of doctors, hospital beds and major medical equipments are rich enough and even more to meet the health care needs of the residents in the area; Second, he regional health resources are not properly allocated, the city health resources are obviously higher than those of the rural areas and the health resources in big hospitals are also evidently higher than those of local hospitals. Third, The allocation of regional health resources is unfair and the amount of health resources held by the city residents is obviously more than that of the rural people. Fourth,The possession of the regional health resources is complex, that is to say, the regional health resources possessed by the business institutions account for a fairly larger proportion. Fiveth,The rate of utilization for the regional health resources is quite low.In light of these circumstances, we suggest : One, reforming the current health management system and considering the reforming the current health institutions management as a whole system; Tow, controlling the total amount of the regional health resources, establishing the allocation criterion of the regional health resources, carrying out the granting system of the allocation of the regional health resources, and encouraging the fair sharing and distributing of the resources; Three, regulating the current amount of the resources, which covers evaluating the current amount of the resources, regulating its structure so that its functions could be mutually complementary, reengineering the health institutions into one system, having a common share of the resources, properly handing out the surplus resources; appropriately controlling the resources;Four,appropriately increasing the new resources which means putting emphasis on public health and health prevention and strengthening the construction of rural health and community health service network in the city.
