Medical corruption is the most hateful thing by people, which is the key point and the difficulty of rectifying the unhealthy social trends in the medical and health industry, so researching and improving medical corruption is an onerous and pressing task. At present, how to punish and prevent medical corruption will be a subject worth exploring in depth.Based on the characteristics analysis of the pharmaceutical and medical services market, this paper explores deeply the manifestations of medical corruption and its dangers. Furthermore, it makes an in-depth analysis of medical corruption and anti-corruption from the perspective of economics, striving to find out the root cause of medical corruption, and according to this, it raises an anti-corruption policy system based on system innovation. This paper holds that in order to prevent and punish medical corruptions, the system restriction anti-corruption policy must be taken. System economists believe that although the eradication of the party's opportunistic behavior is impossible, the containment of it will be possible by carrying out system innovation and system improvement. Because effective system can regulate the relationships between people and reduce information cost and uncertainty, it also can give the party the appropriate punishment, so it can reduce the parties' income-cost ratio of engaging in the opportunistic behavior, then it will make the opportunistic behavior be a kind of worthless behavior. Therefore, in order to combat the medical corruption thoroughly, it is imperative to respect the legitimate benefit of the medical personnel and seek the most economic and effective policy, containing the medical corruption to a maximum by carrying out system innovation and system improvement.
