Research On The Impact Of The New Rural Cooperative Medical System On The Economic Burden Of Medical Expenditure

Since 2008,the new rural cooperative medical care system(Abbreviated as the"NCMS")has been in a stage of continuous improvement.The utilization rate of medical services has been continuously improved,as have the medical conditions and service levels.However,the pressure of fanners on the economic burden of seeking medical care has not been alleviated.Therefore,more attention should be paid to the role of the new rural cooperative medical system in alleviating the economic burden of farmers.In this paper,data from China Health and Retirement Longitudinal Study(CHARLS)in 2013 were used for research and analysis.By PSM tend to score matching method,selecting out-of-pocket medical expenditure proportion and commouly used in the literature of medical expenditure the proportion of total household consumption expenditure as a measure of medical expenditure,to touch and the differences between farmers medical expenses burden of the one who participate in the MCMS,constantly in-dqpth digging NCMS the effect of medical expenditure.The empirical research results show that the proportion of out-of-pocket medical expenditure of the participants in the NCMS is significantly lower than that of the non-participants,but the proportion of medical expenditure in the total household consumption expenditure is significantly higher than that of the non-participants.In other words,from the perspective of the actual policy of the MCMS,it has indeed reached the proportion of out-of-pocket medical expenditure of those who participate in the NCMS,however,increased the proportion of the medical expenditure of those who participate in the NCMS in the total expenditure of household consumption,thus making the role of the NCMS in reducing the economic burden of medical expenditure seems not obvious.What's more,the original intention of the NCMS is to prevent and cure serious diseases,but the empirical results show that the NCMS does not significantly reduce the economic burden of medical expenditure in the event of catastrophic medical expenditure.Accordingly,we can deduce that people who participate in the MCMS according to the new policy has certain medieal expenses,after reimbursement,can make the price relative decline of medical services,make people think their income increase activities,and to seek more regular treatment,it may increase the medical expenses of the one who participate in the MCMS,aggravating accounting for the economic burden of health eare costs.The popularity of farmers on the other hand,the new policy,improve the service of medical conditions,and reimbursement ratio of sharp,let people to generate new agriculture policy which can reduce the appearance of medical expenses,spurred the search for medical treatment,increased the demand for medical treatment,medical demand greater than supply,the medical service price rise quickly,and the government on health investment is limited and cannot enough to offset the medical service prices,further increasing medical expenses,medical expenses economic burden heavier.In this regard,the government should optimize the reimbursement process as far as possible,at the same time,increase the publicity of the NCMS,so that the participants can better understand the NCMS and the reimbursement process of the NCMS.The government should also further increase the input in medical treatment,improve the conditions of primary medical care,and strengthen the technical level of primary medical staff.In addition,the focus of reimbursement should also be adjusted.Physical examination should be provided at the grass-roots level for tihose participating in the medical scheme,so as to give full play to the role of disease prevention and control of grass-roots medical treatmelt,and the reimbursement intensity should be put on the medical treatment of serious diseases.With regard to medical prices,a parallel approach of supervision and encouragement is adopted.On the one hand,control the rapid rise of medical prices through supervision;on the other hand,by subsidizing the price of medical care,the medical expenses of the participants will be reduced.From reimbursement rate and medical treatment defray two respects double pronged approach,reduce the actual medical treatment defray of ginseng to join jointly,reduce the economic burden of medical treatament defray of rural dweller truly.
