Study On The Situation Of Chinese Medical Technology Innovation Policy

ObjectiveTraditional Chinese Medicine is one of the primitive innovative fields in our country. It has unique creative thought and the front system of biomedical and chemical biology science thought, which is more advanced than Western counties. Formulate a reasonable innovative policy of TCM can make up the market failure. In order to learn the current situations of the innovative policies of TCM in Guangdong province, this research adopts the method of Public policy analysis method. To know the implementation of the innovation policies by analyzing datas of TCM and researching the satisfaction of parties concerned. Synthesizing the problems facing by the whole province, to make recommendation on those issues.Methods1. Use of public policy analysis. Inducing the innovation policies of TCM of our country to analyze the background, status, goals and implementation.2. Use of bliometric analysis. Analyzing the researches of the innovation policies by scholars in order to learn the situation of Guangdong TCM innovation policies.3. Use of questionnaires surveys, Guangdong Province medical technology related personnel policy awareness and satisfaction, and thereby to understand the effect of the implementation of Guangdong Province medical technology innovation policies.Results1. Decision of the CPC Guangdong Provincal People’s Government on the construction of Guangdong Province Chinese medicine strong Province and The construction of the platform for action to promote the stong medicine of Guangdong Province (2014-2018)have been published by Guangdong Government. The approach of TCM province construction funds management Guangdong is the supporting measures for those policies. In spite of this, there are no another provision published again.2. There are 251 papers about TCM innovation published during 2006-2014 by scholars from Guangdong. Guangdong asthe second highest in the nation. The dispatch of medical colleges amount is maximum, the core author group has not yet form.3. The degree of understanding of Chinese medicine science and technology policy, the Fund of TCM innovation, project acceptance program changes and research management environment and the improvement of the conditions are the four factors influence the satisfaction of the related personnel.ConelusionImproving the medical technology innovation supporting policies to ensure the implementation of programmatic document; Guangdong Science and Technology to strengthen overall planning, layout and support innovation in medical technology; government plays a clear role in technological innovation, and guide the development of medical technology innovation; improving Chinese medicine technological innovation legislation, guide enterprises to become the main research and innovation; strengthen cooperation on Medical Science and Technology innovation Policy research universities and research institutions of government; standardize TCM mergers and acquisitions, to promote scientific research achievements into; intensify propaganda in medical technology innovation policies, improve policy awareness; improve the incentive policies to improve the enthusiasm of Chinese medicine researchers; development of Chinese medicine intellectual property protection policy, and maintain scientific innovation; complete transformation of traditional Chinese medicine research and evaluation system; the theory of Traditional Chinese Medicine Science and Technology Management in a targeted manner to strengthen;-ordination optimization policy environment.
