Recent years, the health sector corruption in our country became a “disaster area”where corruption and unhealthy tendencies are increasingly serious, and has becomeone of the pushing hands of “difficulty and high cost of treatment” of current society.Since2009, new round of medical reform in our country start. The implementation ofthe new medical reform has curbed the corruption in the medical field to a certainextent, but due to the imperfect system and policies, and the deviation of execution,the medical reform not only failed to curb corruption, but also presents some newtrends. This is very detrimental for the healthy development of China’s health careindustry as well as the smooth progress of the new medical reform. So to speak, nowthe biggest threaten to the medical reform is medical corruption. Therefore, under thebackground of the new medical reform, to strengthen the research of medicalcorruption is part of the overall anti-corruption research as well as the medical reformresearch. It will be a issue worthy of further exploration.This dissertation is based on the background of China’s medical reform and thedeep origins between medical corruption and the health care reform. It integrated usedthe literature research, comparison research, normative analysis and other scientificresearch methods and has studied the type of medical corruption and the new trendsafter the implementation of the medical reform in depth. It deeply analyzes the causeof medical corruption from multiple aspects, trying to identify the root causes ofcorruption and institutional weaknesses of health. After analyzing, it believes that thecauses of medical corruption is very complex, but the roots is the imperfect of thehealthcare system. On the basis of advanced international experience and from theperspective of promoting the improvement of health care reform, it proposed to builda "multi-pronged" comprehensive medical corruption prevention countermeasuressystem, which is To improve the system as the foundation, implementation asguarantee, supervision and punishment for security, education for prevention.
