The history of human beings is just a history of fighting diseases. There were many sudden occurrences of public health in recent 100 years in the world. As one falls, another rises. It is proved that public health emergency response will be an endless warfare. The epidemic of SARS brought a crisis to human beings in 2003, resulting in a serious public health emergency in our country. It also discovered the fragility of medical salvage system and the lag of emergency response, alarmed our deformed public health system. Thus, for people's health and life security as well as for preventing and controlling public health emergency, and also, for creating a harmonious society, it's very important to establish an effective and scientific medical salvage system. This thesis discussed how to set up the medical salvage system in Changsha.From the theory of crisis management, system management and public administration, the thesis analyzed the meaning, process and operational mechanism of the public health emergency response system. Comparing with the medical salvage system and operational mechanism home and abroad, then using the advanced management experience and operational model abroad for reference, and aiming at the scarcities of the medical salvage system in Changsha, we designed a framework, emergency response project and an operational mechanism. From the crisis management and the function of the government point of view, We proposed a policy suggestion and some measures about how we establish Changsha medical salvage system. We hope this thesis will provide a scientific base.
