With the reform and opening of China, large change has happened in the economy and society in our country in the last thirty years. It increases rapidly in overall strength of the country and standard of living. However, the risk of living,especially the risk of illness which called the most dangerous risk of market economy ,is coming in our country.In fact, our measures to deal with it is poor for various reasons. Of course, the research for medical safeguard is more and more important, including the liabilities of medical safeguard. This article gives us a new angle of view, the government view. It nails down the liabilities of government of medical safeguard after the analyzing and defining. We give some innovating advices for it in order to find a new way to the medical safeguard, which is fit to China.It's hard and expensive to see a doctor, which is been the most important civil problems in our society. There was a reform for this problem which has been practicing for 20 years in our country, although the result was disappointed .The reason for this is the puzzle to what the liabilities of the government in the medical safeguard in our country. According to this article, the government should assume the four liabilities, including protecting the social vulnerable groups, after introducing the points of liability for the medical security and analyzing the influential factors of liability for medical safeguard ,and introducing the current situation and problems and the analysis of assuming the liabilities for medical security of the Chinese government. At last, it provides some advices on how to assumed the liabilities for the government. The whole article is divided into three parts: The first part introducing the liabilities of medical safeguard; in the part two, we introducing the liabilities of medical safeguard of Chinese government; in the last part, we give some advices for our government to assume the liability of medical safeguard.This article has some innovation. The first, the innovation of angle of view. Most articles about medical safeguard use the view of hospital, the patient and the integration, but we use the government of view. The second, the innovation of liability. There are many theories for the liability of medical safeguard, such as the theory of all liability, the theory of the market, the theory of individual.We suggest the government should assumed the defining liability. Third, the innovation of system. We give a new advice , which is made up of three layers for medical safeguard and so on. The advice is valuable and has more operability. We hope it can bring into play in the reform of medical safeguard. These advices are innovating and have more operability, which will play an important role in the reform of medical security.
