The mission of this paper is discuss how to motivate healthcare employees(specialist) to provide high quality service and to help patients to find the top doctors and top hospitals.Following the prosperity and economic growth of society, the people in China start to pay attention to the quality of hospitalization. The demands of high quality healthcare grow up quickly. It is a challenge for managers of hospital to encourage healthcare employees(specialist) to work more effectively.As the knowledge employees, specialists in the field of healthcare have high salary and good material condition, the effects of normal monetary stimulant is very poor. Research on material motivation has formed a perfect, structural system. On the contrary, there is less research on the immaterial motivation, let alone to form a systematic structure. Research on the immaterial motivation should be put on the agenda as the richening of material situation. This study focuses on the immaterial motivation of public evaluation, from the research on knowledge employees' characteristics to the study on the structure of their intrinsic needs, the conclusion is that good public evaluation have strong motivate to knowledge employees, it deeply affects on behavior of medical care employees, encourage them to work hard, to offer high quality service.In this paper, In the light of the theory of immaterial motivation, author structure a system(software) that collect the public voice about every specialists'professional qualifications: education, residency, board certification, professional reputation, hospital appointment, experience and disciplinary history etc. Everyone can publish his evaluation about each specialist online, the system(software) score every items and give a summation automatically. The summation represent public evaluation, when public opinion strong enough, it will produce strong immaterial motivation, influence behavior of specialistIn the healthcare markets, there is numerous doctors offer healthcare service. It is difficulties for consumers to find top doctors and top hospitals, It is needthird-party offer justness information about outstanding physicians in various specialties and sub-specialties. Author establish the survey and research system(software) on the Internet, Anyone visit web site, it is easy to find clinically outstanding physicians.
