A Study On The Performance Of Public Medical And Health Input Of The Corps

The Corps public medical and health undertakings are related to the basic quality of life and health level of the Corps employees and to the sustainable development of the Corps.Since the 18 th national congress of the communist party of China(CPC)the CPC central committee has established the policy on health and health in the new situation,calling for the concept of "great health,great health" and the comprehensive implementation of the healthy China strategy.The Corps' special system of party,government,military and enterprise integration determines that the Corps' medical reform must be combined with its own reality.Corps in the implementation of national health policy,fulfill the function of governmental financial support in the process,into the pharmaceutical and health care system for the construction of basic medical insurance system reform of the "big plate" overall planning and unified deployment,let the health care system,medical system and the reform of drug manufacturing and trade system to realize "three medical linkage",is the main experience and outstanding Corps reform highlights.A series of medical reform plans have promoted the development of the Corps' public medical services.However,the lag in policy implementation and the Corps' own limitations have also highlighted the current problems such as the waste of medical resources,low overall benefits and the loss of a large number of medical technology professionals,which have exacerbated the difficulty and high cost of medical services.These problems have affected the development of public health services of the Corps to varying degrees and restricted the construction process of the Corps.From the perspective of the government's public health investment,this study sorted out the relevant data of the Corps' public health investment in recent years,started with the relevant theoretical research on the performance evaluation of public health investment,and established the performance evaluation index system with specific data indexes.Then public health input performance function,build the regiment into the performance measure model of public health,using data analysis method,from "medical care","to see a doctor expensive","watch the disease" three angles of public medical and health care investment performance analyses,and then puts forward the corps of specific problems of public health input,on this basis,and the combination of exploratory developed countries and the area of public health in advanced mode,put forward the improving corps public health investment performance of the concrete opinions and Suggestions.It is of great practical significance to improve the scientific use of public funds of the Corps and promote the further development of public health undertakings.
