The Present Situation And System Design Of Crisis Management In Public Hospital

In 1960s, The American scholars proposed "The Crisis Management" at the national security angle. With the development of market economy, the primary position of crisis management developed from the national plane to the enterprise plane, and the research on hospital crisis management also gradually started. It becomes important to construct the Chinese characteristic hospital crisis management system which China faces. In view of the early crisis management often paused in the plane of "the fire fighting" and passively dealt each kind event that arose suddenly. This thesis proposed to study from public hospital which is the main body of medical service, and profit from the advanced experience of the west crisis management. So we can explore and seek the mentality in order to consummate the system of the public hospital crisis management design.The thesis utilizes the basic principles of administrative science, social science, management science and other disciplines, adopting the methods which combine normative analysis and empirical analysis. This thesis utilizes the basic principle of the sociology, administration, hygiene and so on. It conducts the research and the discussion on the public hospital crisis management system. Base on the current crisis management situation in the public hospital crisis management, the author proposes to set up a unifying, regulating and scientific crisis management system. The whole thesis is composed of four parts.Part one: The concept, characteristics and significance of the public hospital crisis management. This part summarizes the domestic and foreign theories of crisis management, and proposes the public hospital crisis management implication, the characteristics and the practical significance.Part two: The analysis about the latent crises and main reason in public hospital. First, the author analyzes the present situation of the public hospital crisis management, and finds out the flaws which exist in the public hospital crisis management. It includes lacking realization and imperfect organization. Next, the author carries on the analysis to public hospital latent multiple crises. Under the restriction of the traditional ideas and the managing way, the public hospital is hard to realize brand-new reform. It is facing the multiple crises in the competitive environments, the hospital management, the medical service and the human resource management. The third, the author analyzes the latent crises in public hospital which are composed of many factors, including the hospital, the medical personnel, the patients, the government and the media.Part three: Discussion of the public hospital crisis management system design. An effective crisis management system should include four aspects: The crisis early warning system, the crisis appraising system, the crisis processing system and the crisis feedback system. In this foundation, the system should contain the highly effective crisis management organization, the comprehensive crisis monitor and the appraisal. And we should learn from the domestic and foreign managerial experience, and put forward the proposal to construct the perfect public hospital crisis management system, such as the simulating training, the crisis information collection, the crisis controlling in advance, and the crisis investigation.Part four: The strategy about perfecting the public hospital crisis management system. A perfect public hospital crisis management system not only needs strengthening the hospital own management, but needs the government, the public, the media coordinating one another, needs consolidating from rules, law and culture. In order to construct a perfect management system in practice, the thesis suggests that we should establish the perfect legal safeguard mechanism, mold the crisis culture, strengthen crisis realization, construct the fair supervising mechanism, and perfect the compensating mechanism of medical service insurance. In addition, process relations with the media appropriately.
