Objective: The health service is one of the focus problems of social concern currently, people seem to unbearable of the health service problem, the great press comes from our society, especially from public concern. The people's attitude certainly is influencing the decision of reforming of health service system, so it's necessary to study people's attitude in the health service, analyze residents'attitude,expect and the social public opinion, the different attitude between residents and medical personnel in the health service, etc. Inquiry into how to understand social attitude's influence for health service reform, how to make use of the public opinion's dissemination regulation, promote the health system reform, how to put forward resolving a countermeasure.Methods: Use summated rating scales design principle, adopt the 5 grades classification design inquisition questionnaire. Sample 5 streets random in the whole flock inside Dalian City, each street samples 200 people random, sampling 2 municipal hospitals and 2 district hospitals random in the meantime, each hospital samples 50 medical personnel random, surveying people's attitude in the health service. Make use of the statistics software SPSS13.0, apply descriptive statistics, independent-sample T test, one-way ANOVA, principle components factor, correlate etc. Carry on quantitative analysis to the people's attitude in the health service.Results:1.The total satisfaction evaluation of residents to the health service has 79.5% for "generally satisfied", "more satisfied " has 11.9%, "very satisfied" has 0.1%, in other words residents to health service have91.5% for satisfied. The residents' satisfaction to each dimension is mainly concentrated at "generally satisfied" and "more satisfied ". 2.Residents are dissatisfied in two aspect :"The medical treatment expenses is high" and "the service attitude is bad".3.When residents at the out-patient, they choice city hospital has 37.8%,choice others has 25.9%,choice the community service center has 19.1%,choice the province hospital has 7.5%; when residents at the in-patient ,they choice the city hospital has 65.9%,choice the area hospital has 13.7%,choice the province hospital has 8.1%.4.In the medical personnel, think there are the occupation risk"very high"have 37.9%,"higher"have 39.4% ,"general"have 9.6%,"lower"have 13.1%,"no risk"has 13.1%; in the residents, Think there are the occupation risk"very high"have 5.4%,"higher"have 38.0%,"general"have 31.2%,"lower"have 22.3%,"no risk"have 3.1%. 5.The main source of the occupation pressure is: the occupation risk,the work target and responsibility. 6.Medical personnel month income above $ 3000 has 1.0%, between $2001 and $3000 has 18.7%, between $1001 and $2000 has 53.5%, under $ 1000 has 26.8%. 7.The environment of the hospital has great changes in the past, the medical personnel think"best"have 28.3%,"better"have 57.1%,"worse"and"worst"have 5.0%;However residents think the environment is general, and have 44.8%, think"better"have 38.3%,"best"have 11.6%.Conclusions: 1. social health care guarantee system still need to consummate in the present period, the health service problem is social concern focus, medium of related report draw on people's "eyeball" very easily, the attitude of the medium will also influence public attitude, be suffused with a social focus to change into social widespread phenomenon easily. 2. As a whole, residents to health service "more satisfied ", and the out-patient service and in-patient service have consistent satisfaction. But the residents of the different income level have different attitude in the satisfaction of the whole service,the degree of pay attention to the patient,medical personnel occupation cognition,and access to the medical organization easily. The residents of the high income evaluate opposite higher, but the residents of the low income evaluate opposite lower.3.The residents make it a rule to concentration currently at big, medium-sizedhospital, this also is the main key sticking points for seeing a doctor difficultly. 4.Residents and medical personnel have different cognition in the whole service,doctor's occupation property, the health service level and the health technique level. The difference of the doctor's occupation property clue to doctor's occupation need to understands and support; The difference of the health service level clue to the hospital demand to improve service strategy; The difference of the health technique level clue to demand to strengthen a communication technique.5.In the residents, who sent to "Red package" to the doctor have 36%, they have different evaluation of the hospital service satisfaction. The residents who never sent to "Red package" evaluate obviously higher than the residents who sent to "Red package". The residents who sent to "Red package" discovered the service attitude of the medical personnel has an improvement, besides which, the technique level, the expenses level didn't improve obviously. Seeing thus, sending "Red package" really has no necessity.
