The history of human resources management & development in the developed countries can date from sixty to seventy years ago. However in china, the traditional management model has been utilized till recent years, with about ten years history of human resources management & development worthy of"modern", ie, human resources management has been recognized only in theory but with traditional personnel management in practice. Nowadays, a special phenomenon widely exists in human resources management of most organizations in china --"with desire to try but at a loss", which exists in health system as well. In the face of severe challenges from joining WTO, It would be very difficult for Chinese hospitals to participate in the competition brought about by market economy if the condition will not be improved, as a result, the development of our hygienic economy will be affected.As the principal part of medical and health institutions, the public hospital plays an increasingly important role in socialism market economy.
