Developing human resources in health monitor is the key point in the construction of hygienic monitor system, the improvement in the quality of hygienic monitor human resources is the critical factor in sustainable development for the hygienic monitor system.The main problems influencing hygienic human resources involve not application of reformation of hygienic monitor system in towns, insufficient investment of government, inadequate number of monitors, poor quality, titles, irrational professional structure, hygienic monitor training imbalance between city and town.Enrichment of the hygienic monitoring practitioners is the needs of protection of people's health and harmonious society construction. Development of high quality law enforcement group is the need of hygienic development and government's duty.Survey was conducted on hygienic monitoring structure human resources by retrospective investigation in Dongguan between 2005 and 2006 to analyze the present problems and find the feasibility and necessity of enhancing hygienic monitoring, present the developing strategies of human resources which is suitable for the economics development and needs of Dongguan . The major results are as following:1 Hygienic monitoring group has been established with inadequate numbers.2 Imbalance in hygienic monitoring group, overall quality in township hygienic monitoring practitioners is generally low.3 Strategies for the development of hygienic monitoring human resources: A Speeding up the process of legislation and classifying the categories of hygienic monitoring and responsibilities by law, amending the present hygienic laws and standards, enhancing the potency and suitability of present laws and rules.B Continuing to deepen the reformation of hygienic monitoring system, specifying hygienic monitoring functions, setting up township hygienic monitoring institution.C Setting up the financial and human resources standards for the fulfillment of monitoring functions.D Enhancing training to increase the moral awareness, professional abilities; reforming the human administration systems; setting up admission and employment standards for hygienic monitoring institutions.E Assignment of hygienic monitoring human resources should be done based on the number of population, economics, geography and different levels of the institutions.
