With the continuously demand for public services,the room for development in flexible management of human resources is tremendous.On the background of sun situation,how to apply the successful experience of flexible management of human resources in foreign countries to our country's public hospitals to realize effective operation,which is a problem deserve our study and exploration.On the basis of the theoretical discussion of flexible management of human resources and the global problem of shortage of medical technical human resources,this article make a research on the current situation of insufficient proportion of medical technical personnel in our country.Flexible deployment of existing medical technical human resources,flexible deployment,overall arrangement,reasonable utilization and full implementation of optimized combination.Hence,improving the quality of medical service,ensuring the safety of medical work as well as improving patient satisfaction,reducing the work intensity of medical personnel and relieving the work pressure of medical personnel.On the basis the research results of domestic foreign scholars and the theory supported by the theory of human resource elasticity,this article make a analysis and a summary by means of using the methods of literature research,questionnaire survey and interview,which mainly analyzes the problems existing in and reasons for the flexible management of human resources in public hospitals in our country,and probes into the theoretical and practical feasibility of perfecting the flexible management of human resources in public hospitals in our country.At the same time,Drawing lessons from the advanced reform experience of human resources management in relevant public institutions abroad,this article will put forward some measures on how to improve the efficiency of flexible management of human resources in public hospitals in China from the aspects of flexible management concept,flexible working methods and human resources management functions.Beginning with the improvement of the human resources management system,These measures include improving human resource management system,strengthening human resource allocation and training,actively promoting flexible management,improving employee satisfaction,formulating and implementing employee health management plan,and improving overall production efficiency.With the exploratory and targeted measures,it is desire to theoretical support and practical suggestions for the reform of human resources management in public hospitals.
