Medical staffs play important roles in the health protection of the officers and soldiers in our army. With the changes of modern medical model and current progress of the health protection for humankind, the task and the aim of medical and health work in the roots units of the army also need to be significantly improved. To provide an all- dimensional, multitiered, systemic and comprehensive service for medical and health protection which is fulfilled with army demands and is proceeded with multiple factors including behavior, environment and biology that affect the health and battle effectiveness, is now becoming a ruling principle for the army to develop the medical and health work. It also objectively brings forward more advanced requests on the professional skills for the medical staffs in the army roots units.Therefor,basing on the comprehensive understanding of the current status of primary health protection work, general principles and basic properties of the medical and health work in the army, this study was performed with references to the duty requests of medical staffs in the roots units and the inherent properties and actual demands of health work in the army roots units. In order to develop an objective, effective and highly accessible evaluation system, this work was focused on the vocational level of the medical surgeons ad physicians in the roots units. Professional inquiry, correlation matrix and mathematical statistics were used for the analysis, selection and qualification of the target indicators. This system was further used in practice to evaluate the vocational level of the medical doctors in some selected roots units in service and some countermeasures were pointed out according to the problems and the reasons that were found from the evaluation results.
