The Research On Harbin Railway Hospital's Group Reform

The hospital's separation from the state-owned enterprises is the orientation of the national policy. By probing into the reform of Harbin Railway Hospital, which is a typical case, this paper aims at providing some possible suggestions and references for the stable promotion of the policy "subsidiary body separated from the state-owned enterprises", as well as the workable pattern for the actual separation. The reform of Railway Hospital has great significance: the development and reform of public health will be advanced; the service efficiency of the medical establishment will be improved by introducing competitive system into the medical market; separated from the enterprises, over 10000 subsidiary hospitals, which take up 40% of the public health source in our country, hare to face the realistic problem of survived and development.This paper makes a thorough investigation and study on Harbin Railway Hospital's reform, which takes about one year. The article also analyzes the advantages and disadvantages of the hospital's external environment and interior competition from various aspects such as administrative system of domestic and foreign hospitals, relevant economy theory, the national policy and law, the crisis of the hospital, and find a satisfactory program: the Railway Hospital is incorporated into Harbin Medical University to establish a new medical group.
