The topic of this paper is based on three backgrounds:in the current multi-level medical security system construction in China,the multi-level positioning pattern is unclear,the basic medical insurance layer is unique,and the supplementary insurance level has not played a practical role;medical expenses continue to rise,and effective cost control means Insufficient,the burden of personal illness and medical expenses is still heavy;when China enters the new economic era,the internal demographic dividend and the global dividend benefit are weakened,and the supply of human resources market is changing,and domestic demand is difficult to start effectively.Under these three backgrounds,the thesis intends to explore how Chinese supplementary medical insurance can be connected with basic medical insurance,interact with commercial health insurance and integrate with domestic economic development,break through existing development dilemmas and achieve innovative development.The research perspective of this paper is mainly based on the background of multi-level medical security.From the perspective of employee welfare,this paper discusses the problems existing in the development of supplementary medical insurance,and promotes the supplementary medical care established by Chinese enterprises through the design of innovative medical insurance development path.Sustainable development of insurance and multi-level health insurance systems.This article will analyze and study from the following six levels:On the basis of expounding the background of the topic and the significance of the topic,the introductory part sorts out and reviews the research literature at home and abroad.At the same time,it summarizes the research content and research methods of this paper,and finally the innovation of this paper.And the details of the inadequacies.The first chapter is the necessity of carrying out supplementary medical insurance for enterprises in China under the background of multi-level medical security.Firstly,it defines the hierarchical structure of multi-level medical insurance in China,analyzes the obstacles of multi-level development,and analyzes the necessity of supplementing medical insurance for Chinese development enterprises from the perspective of employee welfare based on the multi-level medical security system.The study believes that China's multi-level medical security structure has been constructed,but the relationship between the levels of responsibility is not clear,the basic medical insurance bears too much responsibility;the supplementary medical insurance is not fully developed,and its role in the multi-level system is insufficient.In order to ensure its sustainability and stability,it is necessary to actively explore and accelerate the development of the supplementary level,and share the basic level of responsibility.In addition,medical and health expenditures continue to grow,and the burden of medical and health care for workers is heavy;personal high-level diversified protection needs require supplementary medical insurance for enterprises;based on employee welfare policy considerations,enterprises need to supplement medical insurance with human capital management,etc.Accelerating the supplementary development of enterprises is urgent and important.The second chapter analyzes the current situation of the development of supplementary medical insurance in China.From the perspective of comparative analysis of policy systems,this paper analyzes the problems existing in the development model of supplementary medical insurance in Chinese enterprises.Then analyze the external environmental tax policy,market competition and other effects on the development of supplementary medical insurance for Chinese enterprises.The study found that China's current enterprise supplementary medical insurance development model has formed a multi-subject participation pattern,but in fact it is a government-led development model.There is no relationship between the orderly competition and mutual promotion between the subjects.The current development of supplementary medical insurance for enterprises presents six major problems:First,the phenomenon of “basicization” supplemented by enterprises is serious,and the enthusiasm of commercial insurance is inhibited;secondly,the high cost of invalid transactions is brought about in the context of “three doctors are not linked”.The third is the lack of freedom of choice for enterprises to participate in the insurance,the incentive effect is insufficient;the fourth is the lack of incentives for enterprises to participate in the new economy;the fifth is the lack of accurate design of employee welfare for employees;the sixth is the participation of enterprises and individuals.Insufficient incentives for supplementary medical insurance for enterprises.Although the development of supplementary medical insurance in China faces many difficulties,opportunities are often challenged.According to the changes and development of Ronald H.Coase system,there are two major development opportunities insurance model has positive impact on the establishment of supplementary medical insurance,such as motivating employees,improving the enthusiasm of employees and negatively affecting the impact of economic investment,but the internal incentives are insufficient.Need to seek the strength of all parties,such as through health management or through the search for external forces,reduce the transaction costs of the medical ecosystem to expand the positive incentive effect of supplementary medical insurance;second,in general,China's SSE companies are in poor condition,and enterprises Larger companies are more likely to establish supplementary insurance.However,most of China's enterprises are small and medium-sized enterprises.Therefore,it is a difficult point for small and medium-sized enterprises to participate in the supplementary medical insurance of enterprises.It also shows that small and medium-sized enterprises should become the key support targets for the state t o encourage development.Third,the development of the medical and health service market will also positively affect the establishment of supplementary medical insurance for enterprises.Therefore,multi-party coordinated development can promote the development of supplementary medical insurance.Chapter 4 is a reference to the experience of the managed medical insurance model of the US supplementary medical insurance.The paper analyzes the development status of the supplementary medical insurance of American enterprises under the self-established enterprise supplementary medical insurance mode,paying special attention to the factors that promote its development,such as the application of third-party intervention professional management methods,the government's tax incentives and incentives and perfection.Management,etc.,to learn from China.The fifth chapter is the optimization proposal for the breakthrough of the development of supplementary medical insurance for Chinese enterprises.This is the core chapter of this paper.Based on the previous analysis,this study believes that to promote the sustainable development of supplementary medical insurance for Chinese enterprises,it is necessary to explore the path of innovative development and reconstruct the dynamic mechanism:First,the development mode of supplementary medical insurance from enterprises is mainly led by the government to the independent establishment of enterprises.The second is that the guarantee content of the supplementary medical insurance of the enterprise shifts from economic compensation to the protection of health management;the third is to adjust and optimize the supporting policies for supplementary medical insurance of Chinese enterprises,including enterprises to adjust the employee welfare structure,and exert synergy to promote the development of supplementary medical insurance.The innovation of this paper is that through the analysis of the functional orientation of the multi-level structure of China's medical security system,as well as the current research model of the supplementary medical insurance development and its empirical research on corporate performance,it is found that the Chinese government has taken over or led the enterprise's supplementary medical care.The insurance development model not only has low management efficiency and lack of competition,but also is not conducive to the human resource management utility of supplementary medical insurance and the improvement of the health level of employees of different types of enterprises.It is innovatively proposed that the development path of enterprise supplementary medical insurance is led by the government to the enterprise.The mode of independent change and guarantee is changed from economic compensation to health management.At the same time,the responsibilities of all parties in the multi-level medical security system are clearly defined.
