With rapid socioeconomical development and ever-increasing international communication, the instant public health events, which arise from environment, population, food safety, and ageism, have become the focus of public attention. Therefore, it is of great importance to establish surveillance and alert system, as well as and emergency response system for the prevention and control of instant public health events.[Objective]To investigate current situation of instant public health events surveillance system and emergency reaction system in the country. By using relevant foreign experience and crisis management theories, we analyzed the basic ideas and main contents for constructing our country's surveillance system and emergency response system.[Method]The basic elements for constructing public health emergence response system are formed by combining success experience from current public health emergency response systems in the US and Britain with crisis management theories. By conducting questionnaires, we investigated emergence medical staff in the hospitals of 3rd and 2nd grade in Shanghai, Beijing, and Anhui, middle and elementary school students, and epidemical professionals, and investigated public health laboratories, the main problems existing in our country's public health surveillance system and emergency response system were figured out. Primary idea for constructing public health emergency response system was subsequently presented.[Result]A sensitive public health surveillance system serves as the basis for an emergency response system. Currently, our country's disease surveillance is mainly of case surveillance. Symptom surveillance at clinic and emergency, medicine surveillance and disease-relating products surveillance, absenteeism in middle and elementary school has not been established yet. Eighty one percent of the surveyed medical workers believed in the necessity of establishing surveillance system at climes and emergence.
