Before reform, under traditional planned economical system, welfare of sanitation project is overemphasized and the hospital mainly relies on national financial subsidy, which proves an obstacle to reproduce service product of the hospital, a tense relation characterized with being difficult to see a doctor, be in hospital and do surgery in medical supply and demand, and a low efficiency of utilizing resource. However, all industry reviving from reform does full justice to the great power of market mechanism and thus medical cause could make a further and healthy development under competitive environment. Not only the hospital is provided with new strategic target as well as new brain of diversified economy also likely meet challenges of WTO by developing its superiority and overcoming weakness from analyzing the competitiveness of the hospital. By analyzing the present situation at home and abroad, the paper puts forward the theory of hospital competitiveness. Forming a long time, it is contained inside the hospital and has sustained competitive advantage of the hospital in the past, today and even in future. Moreover, it makes the hospital gain a long-standing initiative in a competitive environment. Theory of competitive advantage based on ideas of resource builds up evaluation system. Hospital competitiveness consists of recourse and capability: recourse contains materiality recourse (manpower recourse and materials recourse) and immateriality recourse (technique recourse); capability contains straight capability (medical treatment capability) and indirect capability (management capability and technique innovated capability). The selected evaluation index conforms to the practical accounting and financial system. The established evaluation model reflects its systematic and operative features. Index is filtered by Delphi. Rate is confirmed by AHP. Fuzzy evaluation model is founded. Through studying examples of 3 large-sized general hospitals (there are over 700 sickbeds, and they combine scientific research, teaching with medical treatment ) in Chongqing, the model proves to be practicable and operable. By analyzing both the strength and weakness for hospitals competition, the article explores the approach to develop competitive hospitals in detail and proposes the guided ideology to put hospital renovation at the first place. That is by way of establishing subjects, training talents, innovating technique, improving management, enhancing repute, cultivating culture and building up professional director troops to strengthen competitiveness of the hospital. I hope to provide large-sized general hospitals with reference to smash the bonds of tradition, transfer management model, and adapt themselves to reform medical rules.
