Objectives: To Appoint the Practical, perfect, effectual training system for Health staff of the commune hospitals of villages and towns, carry out further the decision of strengthening the work of rural hygiene which is appointed by The Central Committee of the Communist Party of China and The State Council, to understand current situation of on-the-job training and develop the state further, analyze the question existing in training, understand different personnel's training demand and analyze the factors which influences the current training , put forward the suggestion and propose about the policy of training. Methods: Adopt the analytical method of the investigation, The investigation samples of the questionnaire come from the east, central west area. Have collected six provinces. The investigators trained in unison by the whole country implements the face-to-face investigation. The respondents are the health staff of town hospital centers. and the investigation content was health staff status(including age, gender, educational level, The source composition, etc), health staff on-the-job-training(including the training site, training time, the reason that Heath staff can't participate in on-the-job training ,etc.)and the inclination of health staff training(including the choice about training time ,training site,training frequency )etc. Deal the investigated data with SAS . Results: 1 The source composition of the health staff is complicated, only 69.07% of respondents come from the universities and colleges of medical science, 30.93% of the respondents have not passed the formal training of the universities and colleges of medical science. They replace those who have worked in township hospitals (6.39%), or they were transferred to civilian work (2.41%), came from health unit (15.97%) and rural doctor (6.43%). With the reducing of working time, the number of people who come from the universities and colleges of medical science is increased and the number of people who aren't health officers is decreased (p<0.01). The number of people in east area who come from the universities and colleges of medical science is more than that in the west and central area (p<0.01). The number of people who aren't health officers in east area is less than that in the west and central area (p<0.01). 2 The academic credentials of health staff The persons of junior college and the above academic credentials account for 23.21%, The persons of the academic credentials of special secondary school account for 55.43%,The person without academic credentials is up to 21.35%. Most person without academic credentials is over 55 years old, which account for 36.05%. Most person with the academic credentials of special secondary school is 36-45 years old, which account for 69.41%. Most person with junior college and the above academic credentials is less than 26 years old, which account for 62.64%. With the reducing of age, the number of people who come from the universities and colleges of medical science is decreased and the number of people who without academic credentials is increased (p<0.01). 3 The training sites of health staff Most people take part in on-the-job training in county hospital, and with the decrease of the education degree more people take part in on-the-job training in county hospital (p<0.01). Most person of junior college and the above academic credentials take part in city hospital (p<0.01).4 The reason that the heath staff of town hospital centers can't participate in on-the-job trainingThere are three main reasons that the health staff can't participate in training: It is not free that the work is busy (38.51%); Training expenses are too high (29.98%); They think there isn't appropriate training site (25.41%).5 The training will of health staff The proportion of health staff who chose 1-3month as their training time is the highest, which account for 28.07%.
