Higher nursing education (HNE) has become a must for the training of high-quality nursing personnel and for the progress of society. Higher nursing education is flourishing in china in recent years, and more than one hundred colleges have developed HNE programs with lots of nursing professionals having been trained. However, some problems cannot be ignored. Especially in our country, because of its later start and some other reasons, HNE evaluation is underdeveloped and unsubstantial both in theoretical research and practical implementation. To adapt to the trend of idealization, industrialization, popularization and internationalization of HNE in the new situation, it is imperative to lay emphasis on HNE evaluation.Based on the theory and methodology of education evaluation, and through the comparative study on the related research, the six elements including the philosophy, the stuff compoing, the teaching-learning practices, the resources, the governance, and the specialized characteristics are decomposed and the evaluation index system draft for the instructive level in HNE is presented. Using the Delphi method, 21 experts in nursing education were consulted to establish the items, relevant weights and contents. After two rounds of expert consultation and statistic analyses, an HNE evaluation index system (for HNE) was established, including three grades and 59 items: as 6 items in the first grade, 15 items in the second grade and 38 items in the third grade.According to the general principles of educational measurement, 12 colleges running nursing undergraduate courses were measured with this evaluation index system, with high reliability. Besides, discussions on HNE evaluation are proposed as follows:â‘ Problems existing in HNE evaluation in china: firstly, the criteria for HNE scientific evaluation cannot reflect the characteristics of nursing profession and meet the need of its progress; secondly, a lack of authority and power results in uneven development of training schools, difficulty in quality and quantity control, and other problems that need to be resolved urgently; thirdly, a lack of professional evaluation agencies and professionals restricts the development of HNE evaluation both in theoretical research and practical implementation. â‘¡Countermeasures to the problems: firstly, the impendence and importance of HNE evaluation should be realized and more attention should be paid to theoretical and practical research so as to keep up with the development of HNE; secondly, professional evaluation agencies should be set up to take charge of the evaluation of colleges which run degree education, so that, the scientific evidence can be offered to relative managerial departments, which is in turn to the development of the colleges; thirdly, scientific research on HNE evaluation should be enhanced, and advance studies on the evaluation index system should be carried out to promote the progress of HNE.
