[AIMS]: In order to improve the level of the administration and health inspection of the food services, and provide the health inspector with a scientific, useful, operationalizable and quantified appraising tool on food services.[Methods] '.Delphi model was conducted to concentrate the advice of the experts who specialized in the field of food heath, and master the weight of every index. In the end, it will be formed the appraising table sheet. The number of 60 food services were selected combinedly by methods of the cluster sampling and the simple random sampling. Then, we used the appraising table sheet to evaluate the selected food services above, and made the bounderis of the conclusion by cluster analysis. Before the fieldwork, the randomized complete-block design was conducted to test the validity and the reliability of the appraising table sheet.[RESULTS] :The experts scaled all of the indexs, and give the importance point to each index according to the importance grade point of 5, 3, 1. According to the advice of the experts, we could eliminate 19 indexs of the 72 given third grade indexs, and keep 53 indexs(73.6%). The experts put the importance of the average weight of 3.79 to the whole appraising table sheet, and 3.5 to the first grade indexs, 3.7 to the second grades, and 3.85 to the thirds. The max coefficient of variation on the indexs of "the result of lab examination" and "the crude process" is 0.69. It seem that the experts can not come into homony on these two indexs. The homony coefficient on the indexs system is 0.34(P>0.05), and 0.51 to the first grade indexs, 0.61 to thesecond grade indexs, 0.21 to the third grade indexs.hi the fieldwork examination, of the points the 60 selected food services got, who have got the license, the max and the minix point is 99.3 and 42.6 respectively. The distance between is 56.7. Base on the above, the selected food services cover all the sanitation grads. The points of 56.7%(34/60) of the selected food services are concentrated in the distance of the 70~90 points. The rate of the services who got the points beneath 70 and over 90 was 23.3%(14/60 ) and 20.0%(12/60) respectively. We put all the 60 numbers in 5 clusters by the cluster analysis method, and found that the center of each cluster was 46.7, 62.20, 78.00, 88.89, 96.7 respectively. Combined the distribution of the points of the selected food services, we can make the bounderies of "90~100, 70~, 40~", and the corresponding conclusion of "good, common, badly".5 inspectors evaluated 5 selected food services with the appraising table sheet repeadly. The means points of the 5 inspectors to the 5 services are 71.48, 72.80, 77.9, 71.76, 71.23. The difference among the inspectors is not prominent(ANOVA P>0.05). The coefficient of interclass correlation is 0.94. The points of the selected services are 92.24, 86.02 73.72, 63.06, 50.58(ANOVA P>0.05) respectively. Thus, we can see that the validity and the reliability are perfit.
