BackgroundFood quality safety is one of the most concern issue in china. Facing with the food safety events happened again and again, such as drainage oil and clenobuterolhydrochloride found in food, the crisis of confidence has widely spread in the public. Food Safety Law had enact in 2009, yet food safety issue is still not be well control. Health Inspection Institute or Food and Drug Administration are the key department to supervise the food safety. The capacity of these department should be well valuing to find the better way for the food safety supervision. However, the systematic and comprehensive evaluation indicator systems on food safety supervision capacity are realtively rare in the current reports in China.Objectives(1) To establish a indicator system framework for evaluation on the food safety supervision capacity.(2) To develop a comprehensive questionnaire that is suitable for the food safety supervision department .(3) To establish a set of assessment model to evaluate the food safety supervision department's capacity.(4) To evaluate the the food safety supervision capacity of some department in Guangdong Province. MethodsA multiple approach with literature research, interviewing, Delphi, and the pre-survey on-site were used to develop an indicator system to evaluate the food safety supervision capacity. Then a questionnaire was designed to survey the food safety supervision deperatment comprehensive capacity which is on the basis of the design of the evaluation indicator system about food safety supervision capacity. DongGuan city was taken as the study site, 20 town's Health Inspection Institute were choosen to assess the reliability and validity of the evaluation indicator system about the capacity of food safety supervision, interviewing was also used to assess the capacity of food safety supervision.Results(1) An indicator system framework for food safety supervision includes 7 domains and 30 secondary and 60 tertiarey indicators. Seven domains are attention of the government, investment of government, team development, supervise of event, public awareness. and the evaluation indicator system has good reliability and validity.(2) The weighted linear comprehensive evaluation model for food safety supervision capacity. They did well in institution building and events protection, but team development and network using were not good enough.Conclusions(1) An indicator system framework for evaluating the food safety supervision capacity was reasonable and feasible.(2) DongGuan had a certain ability to cope with food safety supervision. but there were several dimensions needs to be further strengthened, such as team development and network using.
