Study Of Modern Tobacco Agricultural Development In West Henan Tobacco-growing Areas

Modern tobacco agriculture is the theme of the tobacco industry development. With the strategy of "235" well-known cigarette brand was put forward in 2010 by nation tobacco monopoly bureau, the cigarette industry had a greater also more strict demand for tobacco materials, and more enhanced the foundational position of tobacco leaves with local characteristics in the "Chinese cigarettes". In the new situation, how to meet the demand for tobacco materials of the cigarette industry by the development of modern tobacco agriculture is a problem in current tobacco production. At present, the development of the modern tobacco agriculture is facing more and more pressure in west Henan tobacco-growing areas, exist both farmers'small-scale management and big socialization market at the same time, and there are also the deep-seated internal contradiction including the outmoded ideas, lacking consciousness of innovation and the low comparative benefit of agricultural production and the improvement of agricultural labor productivity. Therefore, how to take advantage of the regional resources to overcome the bottlenecks restricting the development, and how to develop the mellow type tobacco-leaves to provide the stable high-quality tobacco materials for the cigarette industry in west Henan tobacco-growing areas, and realization the development of west Henan modern agricultural in tobacco, is an important subject worth exploring.In this paper, the agricultural modernization theory, economics,ecology and other relevant theories were applied, and several methods were used to research the modern tobacco agricultural development in west Henan tobacco-growing areas, such as depth interviews, literature research and field survey. Through the analysis of the history and current situation of the development of tobacco in west Henan areas, the advantages and shortages of the development of modern agricultural tobacco in this area was defined. Advantages mainly included the superior natural conditions, the stable tobacco-planting foundation, the distinct characteristics of tobacco leaf and the effective management. The outmoded ideas, backward infrastructure and lacking consciousness of innovation were the main causes of slow development of modern tobacco agriculture in west Henan tobacco-growing areas.Based on all the above analysis of development of modern tobacco agriculture in west Henan tobacco-growing areas,seven countermeasures or recommendations were proposed: (1) Establish a perfect evaluation system for the building of modern tobacco agriculture. (2) Integrating resources of tobacco-leaves in "Xiao Mountain" area to take advantage of the characteristic tobacco in this area. (3)Consolidate the foundational building of the "Eight big projects". (4)Explore the innovative construction of "three systems". (5) Explore the modern management model of modern tobacco agriculture. (6) Improve the technical system of characteristic tobacco. (7) Perfect the mechanism of basic guarantee.
