| Based on the comprehensive summation and scientific analysis of the restoration of fisheries resources in Shandong province in recent years, on the plannings including " the functional zoning and programming of the proliferation of fisheries resources in Shandong province," "the action plan of the restoration of fisheries resources in Shandong province " and " the 11th five-year plan about fisheries development in Shandong province " , the coastal areas of Shandong province are divided into six functional zones of the restoration of fisheries resources with different function and restoration measures through the methods of background survey, the production achieved, compared historical data and computer simulation. In accordance with the coastal areas'advantages, resources characteristics and existing industrial base, this paper comprehensively analyses the species and scale for releasing, implementary conditions for fisheries protection areas, artificial reefs and deep water cage and evaluation system. This paper also provides references for accelerating the process of the restoration of fisheries resources, enhancing repair efficiency, ensuring the restoration action well and quickly implementing.This article includes six parts.First section: We analyzed and demonstrated the condition of fishery resources of Shandong province. On the base of demonstration of the status of fishery rescources in Shandong province, we conclude the necessity of reparing fishery resources, then analyzing the advantage of repairing. Finally, we illustrate the way of resources repairing and question we face.Second section: We demonstrate the condition and progress of repairing fishery rescources using historical material and data with comparative method, we generally conclude the developing of enhancement releasing, construction of attifical reefs, protected area and deep water cages. Then we summarize the implementing effect of fishery rescources repairing in terms of ecological environment, economic and social benefit, etc. Finally, the challenge of four mechanisms of restoration measures, systerm, the problem of management are proposed.Third section: We establish the general viewpoints of functional zoning and principle and target. On the basis of resources repairng, we propose the general goal as"one two three four five and six". We establish the develop goal in the near future,middle and long-term, as well as outlook in the development prospect. Finally, guiding principles of functional zoing is proposed by general viewpoints.Fourth section: A unique functional zones of the restoration of fisheries resources is built. In accordance with the coastal areas'advantages, resources characteristics and existing industrial base, six functional zones of the restoration of fisheries resources are constructed, namely: the southern of Bohai Bay fisheries resources restoration zone, the western of Laizhou Bay fisheries resources restoration zone, the eastern of Laizhou Bay fisheries resources restoration zone, the peninsula northeast fisheries resources restoration zone, the southeastern peninsula fisheries resources restoration zone and the northern of Haizhou Bay fisheries resources restoration zone. The shellfish and crustaceans chain for the Bohai Bay and Laizhou Bay, sea titbit and fish chain for the Shandong Peninsula, and cephalopods chain for the northern Haizhou Bay are developed. And a unique functional zones of the restoration of fisheries resources with"three chains, six zones"is constructed, the restoration of fisheries resources system with rational layout and advanced technology is formed, so are the systems for the sustainable use of fisheries resources and the virtuous circle of fisheries ecosystems.Fifth section: We improve the safeguards for the restoration of fisheries resources in Shandong province. We improve the existing security measures, put forward innovative measures as the problem faced by the restoration of fisheries resources, such as the establishment of fisheries resources management and enhancing the strengthen between the restoration and environmental monitoring.Sixth section: This paper also establishes a scientific evaluation system using the latest international pressure on the ecological theory, which mainly includes: evaluation system for marine ecosystems, fisheries biomes structural evaluation system, fisheries ecosystem function evaluation system and the evaluation system for the measures of the restoration of fisheries resources. It provides scientific measures for quantitative description of the quality of the fisheries environment, the level of health for fisheries ecosystems and the effect of the restoration of fisheries resources. |
