| After the opium war in 1840, Hong Kong became a British colony and quickly developed into an important trade port in the British colonial empire system. At the same time, the rapid growth of the population is beyond the capacity of the city, combined with hot humid climate, leading to the Hong Kong housing, poor health conditions, making it a trigger a hotbed of infectious diseases. In the 19 th century, in the face of repeated outbreaks of infectious disease in Hong Kong, the UK has adopted a series of measures, especially the reform of public health. It had sent to the Hong Kong a number of colonial physicians and health commissioners, to investigating the Hong Kong health environment. Among which included the royal health commissioner Osbert Chadwick, who had three times to the port, to do a comprehensive investigation on Hong Kong’s health and the environment, completed the famous survey report.
