Current Situation And Study On Developmental Tactics Of TCM In Hong Kong

TCM in Hong Kong had been excluded and running its course for a long time. Since the mid-1990s,especially after the return of Hong Kong,the situation of TCM changed drastically and TCM came to be an important issue and aroused the increasingly concern from the different fields and the citizens.This paper reviews the history of TCM in HK,analysis its current situation and development,comprehensively assesses the defects and shortcomings as well as the problems existing in the TCM care system,and then explore the strategies to develop TCM in HK based on management theories.TCM has a continuous five-thousand years history and is independent of Western Medicine.It is the crystal of Chinese wisdom which has been standing erect in the world medical woods with the charming full of materialism.It not only made great contributions to the splendid culture of Chinese nations, but also distinguished its own characteristic and superiority from modern medicine and hewed out a new realm for the medical science.The demands for Traditional Chinese Medical care are obvious to the HK citizens and there is an upward trend.Due to the government's scanty inputs, the program that establishing TCM clinics in the 18 districts by 2005 was not implement,which caused many citizens didn't have the access to accept the high-quality TCM services.So far there still hasn't been TCM hospitals in HK,many patients with serious illness had to go to Guangzhou or other mainland cities to get TCM services.The government's approach has totally disregarded the demands of the citizens.Although HK has returned for more than a decade,the Hong Kong TCM has also been made in a legal status;traditional Chinese medical services in HK didn't get a prosperous development as expected.The main reason is as follows.The government focus on the supervision instead of the development of TCM,because a series of issues,I.e.TCM system is not completed;the citizens can't receive comprehensive TCM services;the social status and professional status of TCM physicians is lower,etc.So,the government should fully develop the TCM services and provide other choice beyond western medicine to ensure the citizens' health.Based on the theories of management,we discuss the strategies of TCM development in HK:first,exercise the government's responsibilities and bring TCM management into the category of public management.Second,improve TCM education system,and expand the job opportunities for graduates.Third, introduce the differential competition to exert the superiority of TCM such as cheapness and the function of conservancy.It is the time for an overall development of TCM.After completing the TCM system,the future to develop Hong Kong as an international TCM service center and international TCM training center,mainly depends the attitude of government.So the government should tack action to fully develop TCM in HK. There are more than 7 million populations in HK,but there is still not a consummate TCM system.Of course,to full develop the TCM health service system can not rely solely on the enthusiastic of some industry field and academic field.It must be planned.First,establish Administration of Traditional Chinese Medicine to manage the development of TCM.Second,deliver the 2001 commitment which take several years to establish the TCM out-patient clinics in 18 districts.And then gradually set up TCM specialist clinics,ultimately build TCM hospitals.
