As corporeal culture standard of living rises, people’s demand for medical health service is growing. As the introduction of new medical reform in2009, the reform of public hospitals is one of the key issues. Therefore, how to further enhance the level of the welfare of the public hospital service has become the key point of the new medical reform deepening. The construction of a new patient-oriented hospital service culture is, on one hand, the objective requirement of the broad masses proposed to the hospital and on the other hand, is also the fundamental element for hospital to survive. The paper, based on the analysis of current situation of hospital service culture, will analyze the bottleneck of restricting the development of the hospital service culture in our present stage. The purpose of this research is to put forward countermeasures for the construction of service culture.The study will take the method of the combination of theoretical analysis and case analysis, comparative analysis describing from the universal phenomenon to a concrete instance analysis, in order to carry out a systematical research about the results and the lack of the construction of the hospital service culture.This paper will take the comprehensive three-level hospital in Shanghai as the research object, concluding the elements of the four service culture, that is concept culture, principle culture, behavior culture and material culture. This paper will also study the influence of different factors on the construction of hospital service culture and sum up the overall status of cognition and practice of the construction of hospital service culture in every three-level hospitals in Shanghai.The study results show that, currently as the construction of hospital service culture in three-level hospitals in Shanghai has achieved success in some degree, the construction of hospital service culture is a long-term task. We need the government support in terms of policy to ensure sustainable development of hospital; we need the continuous improvement of communication mechanisms to bridge the doctor-patient relationship; we need strengthen our education to improve the humanistic quality of medical staff; and we also need the relevant department in hospital to avoid the mistakes of construction from the ideological cognition.According to the study results, I put forward the suggestions as follows: working out plans for the development of hospital service culture; constantly defining the service concept; formulating the "people-oriented" development strategy; strengthening the construction of hospital principal culture; breaking the situation of "medicine-maintaining-medicine";carrying out the "appropriate medical care";building a unique brand of service; starting from the details of patient care; paying attention to multi-party cooperation; establishing multi-dimensional evaluation system; constructing effective communication platform and the harmonious humanistic environment.
