Freeway has an important position in the national traffic,so the freeway's safety,comfort and efficency can reflectreflect the transportation management level of one country. In recent years, the speed of freeway development was rapid, and the total mileage was second in the world, just after the USA, but the freeway traffic accident happened in our country is much more than the USA. The taffic accident which happaned in the freeway in very harmful, and they can cause the serious losses, if not process incorrectly, it is possible that the second accident will happan. The safety problems in freeway hava to be solved urgently.This paper relies on the national high technology research and development plan program, under the network environment to research the influence freeway traffic accident and how to control. The thesis aims to bulid one composite system to forecast the traffic accident' influence and propose the optimum organization plan to solve the accident.the system can use the model to caculate sphere and degree of infulence to the around roads ,based on obtain the basic accident' information.then give an organization for the accident,and through simulation to evaluate the organization.the freeway accident forecast infulence and control system want to make traffica accident infulece prdiction and taffic organization to together, then the traffic organization will be more targered and purpose.under the premise that the theoretical resarch analysis, the paper, based on MapObjects,using Visual Basic programming language,adopting waterfull model,focused on the design and inmplementation of freeway traffic accident impact prediction and control system.
