The traffic safety problem is more and more serious in recent years. In the situation of the traffic accident dropping in developed countries and some developing countries, our country's traffic accident is still in the trend of escalation, so what we research on the traffic safety is extremely essential.Based on Tangshan road traffic accident and GIS, this paper has counted and analyzed the space and time distribution rule of city road traffic accident and established traffic accident forecast system. It has analyzed the present situation of domestic and foreign traffic accident and summarized the present situation that the GIS technology applies in the road traffic safety system. It has established the Tangshan road traffic accident database using Access and ArcView in view of the present research situation of Tangshan road traffic, it has researched the data management platform of road traffic accident with MapObjects and VB6.0 and established the system of road traffic accident statistical analysis and forecast. The functions of data management platform include: Chart management, map browsing, attribute information inquiry, spatial analysis, database renewal and maintenance and so on. Using data management platform, it has realized the automated management to data and provided the convenient method for inquiring the Tangshan road traffic accident information. In the statistical analysis system, it has realized to search and analyse the black-spots, statistic the accident model according to the time. The statistical analysis results indicated that the Tangshan traffic accident was easy to occur in the urban main road section and the traffic accident of the side bumping has accounted for the extremely high proportion in accident model. Has established the Tangshan road traffic accident forecast model with VB6.0 and the MatrixVB mix programming, this model has provided the policy-making support to the municipal transportation system.
