Project management general goals is success of the project。In the construction management system,its aims mainly at the cost,schedule and quality of these three aspects。Because the project quality management had the explicit quality inspection standard and the mature overseeing system, this article has not considered the quality objectives ,through appropriate programs and methods to achieve the best results ,and coming true the cost goal and the progress goal finally。But the important means to achieve these two objectives at the same time is the Earned Value Method which is mean of project cost and schedule co-ordinate control。Project earned value management is the most effective co-ordinate control methods of cost and schedule by far ,but our research on the earned value management is still very limited。This paper based on a detailed study of existing literature set out the concepts , principles and application process of earned value method , pointing out the lack of the Earned Value Method on integrated elements evaluation indicators and predictors。This text uses a combination of qualitative and quantitative methods according to the project management flow order,First, it describes evaluation indicators of the Earned Value Method including the quality and safety factors;Second, it put forward the earned value analysis based on the critical path ,the earned value in the critical path and the non-critical path is differentiated when schedule deviation is calculated ,the resource of deviation is ensured;finally ,it makes the reward and penalty system of time as as an integrated element Earned Value and proposes Earned Value Method based on the reward and penalty system of time,it will be considered the costs of ahead of schedule or delayed as the total cost of construction when costs deviation is calculated,and improves the Earned Value Cost evaluation index.。Finally, an engineering project application case is analyzed to illustrate the whole process of Earned Value management based on the reward and penalty system of time and the critical path。The case study indicates that the method proposed in this article can effectively plan and control project cost and schedule objectives。...
